JOB SUMMARY: The Safety & Compliance Manager is responsible for developing, implementing, and monitoring programs that ensure organizational adherence to regulatory requirements and promote a culture of safety across the agency. Serving as the agency’s Safety Officer and Emergency Response Command Center Leader, this role provides strategic oversight of safety operations and emergency preparedness while ensuring full compliance with OSHA, ADA, and HIPAA. The Safety & Compliance Manager partners closely with cross-functional leaders to provide education, strengthening regulatory compliance and safety practices and driving continuous improvement through risk management and proactive planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

Leadership & Oversight

  1. Provide leadership and oversight for core operational safety and compliance functions to ensure alignment with agency policies, regulatory requirements, and strategic objectives.
  2. Supervise and support the Compliance and Risk Specialist in the implementation and ongoing maintenance of HIPAA and privacy practices across the agency.
  3. Supports investigation, documentation, and reporting of compliance incidents or potential breaches, and coordinating follow-up actions as needed.
  4. Serve as the onsite operational point of contact for staff, addressing day-to-day operational issues and coordinating with internal departments to resolve concerns.
  5. Collaborate with department leaders to promote a culture of safety, ensuring consistent safety practices and risk reduction across the organization.
  6. Maintain oversight of the Agency’s Program Policy Manual, ensuring policies remain current and accessible.

Safety, Compliance & Risk Management

  1. Serve as the agency’s Safety Officer, providing leadership for workplace safety and risk mitigation efforts.
  2. Develop, implement, and maintain all OSHA-required programs, policies, training, and documentation.
  3. Act as the primary point of contact during OSHA inspections, visits, and inquiries.
  4. Monitor changes in applicable regulations and standards, ensuring timely implementation and ongoing compliance.
  5. Partner with the Human Resources Leaves and Safety Specialist to oversee incident reporting and investigations, implement corrective actions, administer the employee ergonomics program, and develop and update safety-related training.
  6. Ensure ongoing compliance with ADA accessibility standards across all agency facilities and physical spaces.

Emergency Preparedness & Life Safety

  1. Serve as Emergency Response Command Center Leader during emergencies and critical incidents.
  2. Coordinate emergency preparedness planning and response activities across the agency.
  3. Maintain Life Safety and Disaster Drill documentation, outcomes, and compliance reporting requirements.
  4. Partner with the Facility Maintenance Manager to ensure readiness of life safety systems, emergency preparedness, and drills.

Space Management

  1. Coordinate and manage office moves, space planning, and space utilization to support operational efficiency and safety.
  2. Ensure operational continuity during relocations or reconfigurations.
  3. Promote the safe, effective, and compliant use of agency spaces.

Performance Measurement & Reporting

  1. Compile, maintain, and manage the agency’s Key Performance Indicator (KPI) tracking systems.
  2. Analyze operational data, identify trends, and recommend improvements to enhance efficiency, safety, and compliance.
  3. Prepare and share operational performance reports with leadership as appropriate.
Qualifications

EDUCATION &/or EXPERIENCE:

  1. Bachelor’s degree in Business Administration, Operations Management, Public Administration, or a related field (or equivalent experience) required; an equivalent combination of education and relevant professional experience may be considered in lieu of a degree.
  2. A minimum of three (3) years of progressively responsible experience in workplace safety, regulatory compliance, or a closely related field, preferably within a healthcare or highly regulated environment.

 

LICENSES OR CERTIFICATES:

  1. OSHA 30-Hour General Industry Certification required, or the or ability to obtain the certification within six (6) months of hire.
  2. ADA Coordinator Certificate required, or the ability to obtain the certification within six (6) months of hire.

 

PRE-SCREENING REQUIREMENTS:

  1. This position requires the successful completion of a background check.
  2. COVID-19 and Influenza (flu) vaccinations preferred.

 

JOB SKILLS:

  6. Demonstrates the ability to identify, track, and maintain key performance indicators (KPIs) that accurately reflect organizational goals and operational effectiveness.
  7. Demonstrates thorough knowledge of Americans with Disabilities Act (ADA) accessibility standards.
  8. Strong verbal and written communication abilities; able to convey information clearly and professionally to staff, participants, and external partners.
  9. Builds positive relationships with diverse populations, including staff and community stakeholders.
  10. Works effectively as part of a multidisciplinary team demonstrating sound listening skills to receive directions and understand concerns; maintains a cooperative and supportive attitude.
  11. Maintains confidentiality, reliability, and ethical standards; consistently demonstrates punctuality, attendance, and responsibility in work performance.
  12. Maintains participant privacy and organizational confidentiality, adhering to HIPAA and agency standards.
  13. Remains calm and effective when priorities shift, deadlines change, and unexpected issues arise.
  14. Proficient knowledge of computers and web-based applications such as timekeeping, training and email programs.

SUPERVISORY REQUIREMENTS:

  1. This position directly supervises the Compliance and Risk Specialist.
  2. In coordination with Human Resources and other supervisory staff, oversees hiring, orienting, training, evaluating, disciplining, and terminating of specified departmental staff.

 

PHYSICAL REQUIREMENTS:

This position requires the ability to sit or stand for extended periods, walk through indoor and outdoor facilities, and move between multiple agency locations as needed, in addition to the ability to bend, reach, kneel, climb stairs, and navigate various environments. The employee must be able to lift, carry, or move equipment or materials up to 25 pounds on occasion. Vision and hearing requirements include the ability to read printed and digital materials, observe safety conditions, and communicate effectively in person, by phone, and via electronic platforms.
