Parsons is now accepting applications for a Roadway Section Manager to lead a team of engineers working on our expanding portfolio of road and highway projects. As Roadway Section Manager, you will have the opportunity to lead a growing group of engineers, influence project delivery across a complex portfolio of road and highway work, and drive both operational excellence and business growth within your section. This role is ideal for a leader who can strategically develop talent, align staffing and resources with business needs, foster collaboration across project teams, and serve as a trusted voice in pursuit strategy, quality, and client delivery. What You'll Be Doing
Review and approve discipline staffing budget estimates and staffing assignment schedules for each project.
Maintain appropriate staffing levels, including temporary personnel as needed.
Review and approve staff forecasting reports.
If assigned to a major program, manage all engineering and design efforts for all disciplines required for the program.
Coordinate all discipline staffing requirements for the program.
Monitor the quality and progress of the discipline on each project, ensuring that production requirements are satisfied.
Work closely with Project Managers to resolve any existing or anticipated issues related to discipline staffing, quality of work, schedule performance, or productivity.
Ensure compliance with both Parsons and project standards and procedures.
Recommend improvements to department procedures.
Support pre-contract and business development efforts as required, serving as a technical consultant.
Actively participate in and promote the Quality Improvement Program.
Lead or participate in discipline-related committees, motivating and educating assigned personnel.
Establish and maintain standards and procedures manuals for the discipline.
Ensure performance within overhead budgets authorized for the discipline.
Support development of the pursuit pipeline and identify opportunities for the Section.
Business Development & Team Leadership Responsibilities
Support development of the pursuit pipeline and pursue opportunities for the Section.
Support win strategies and proposal development for key pursuits.
May serve as Capture Manager for key pursuits.
May serve as the main point of contact for select projects.
Support business development opportunities and marketing events.
Serve on committees or boards for professional organizations that align with our business objectives.
Attend key conferences for networking and brand exposure.
Submit abstracts to key conferences and encourage staff to develop and deliver presentations.
Team & Talent Management
Identify staffing needs and develop staffing plans for projects and pursuits.
Identify needs for new hires for the team.
Assist with or lead onboarding of new staff.
Identify strategic candidates and lead recruiting efforts for key team hires.
Identify and coordinate training needs and requests for staff.
Develop career development plans for all direct reports.
Develop workforce forecasts to identify peaks and valleys in staffing needs for the team.
Oversee performance management, including recognition and disciplinary actions for team staff.
What Qualifications You'll Bring
Bachelor’s degree in Engineering or a related field.
15+ years of related road and highway experience, preferably including Department of Transportation (TDOT) projects, with supervisory/managerial experience.
Tennessee Professional Engineer (PE) registration; active membership in a professional engineering society may be required.
Proven ability to perform in a supervisory/managerial capacity.
Excellent written and oral communication skills.
Thorough knowledge of industry practices and regulations.
Strong knowledge of current technology and the capabilities and efficiencies of engineering software relevant to road and highway design.
