Our decency quotient, or DQ, drives our culture and everything we do inside and outside of our company.
The Role
Mastercard's Global Regulatory Team is looking for a Counsel in Mexico City to serve as regulatory counsel to Arcus, a Mastercard company licensed as an Institución de Fondos de Pago Electrónico (IFPE), and to Mastercard Transaction Services (MTS) across Latin America and the Caribbean. This is a hands-on advisory role at the center of our money movement business in Mexico, covering domestic funds transfers, real-time payments, and cross-border money transmission.
Essential Responsibilities
Act as regulatory counsel to Arcus and to MTS product and business teams in Mexico and across LAC, advising on the product and operational implications of regulations applicable to electronic payment funds institutions, real-time payments, and other funds transfers.
Support the expansion, variation, and ongoing maintenance of the Arcus IFPE license, including permitted activities, new use cases, and the regulatory workstreams associated with migrating Arcus onto Mastercard proprietary technology platforms.
Support engagement with Mexican regulators and supervisors, including filings, license applications and variations, responses to information requests, and examination and remediation support.
Participate in product development to ensure new and expanded products launch consistent with applicable regulation and licensing requirements.
Contribute to regulatory strategy for money transmission and transfer solutions in Mexico and, where relevant, the broader LAC region, coordinating with regulatory colleagues across LAC and globally.
Work cross-functionally with Product, Compliance, Risk, Privacy, Franchise, and Legal colleagues on licensing, supervisory matters, and systems of control.
Monitor Mexican regulatory change and prepare clear, business-ready insights and escalations for senior management.
Instruct and manage outside counsel, and support advocacy efforts including submissions and talking points for industry and regulatory engagement.
