Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Program Support Manager to support our prospective client within the 89th Airlift Wing Recruiting Assessment & Selection Data (RASD). RASD is located at Joint Base Andrews. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.
Essential Duties and Responsibilities
A full-time contractor will be responsible for the program and event management for Assessment & Selections (A&S), the logistics and resource coordination, a stakeholder and personnel liaison, and ensure assessment materials and board support. They will manage the Program and Events, Logistics and Resource Coordination, a Stakeholder and Personnel Liaison, and Assessment Materials and Board Support. The contractor shall do the following tasks in support of the RASD office:
Envoy Program
- The program is designed to develop and empower a select group of motivated aviators to serve as the official recruiting arm for the Executive Mission Aviator (EMA) career field within the 89th Airlift Wing. The purpose is to recruit first term and career Airmen into the 1A1X8 field by informing, mentoring, and motivating exceptional personnel worldwide to become future EMAs, ensuring continued excellence within the community. They will travel to various bases and agencies, leveraging skills in public speaking, logistics coordination, and professional expertise to advance the 89AW manning goals. Envoys will also directly support the wing's priority of manpower acquisition. When RASD expands recruiting for Flight Crew Chiefs (FCCs), they will also be incorporated into the Envoy program and recruitment.
Hero Directory Program
- This Program is composed of trained volunteers from across the Wing who support EMA (and future FCC) recruiting efforts by serving as the first line of engagement for prospective applicants. Contractors will field phone calls and emails from interested personnel. They will also guide personnel who have been identified as prequalified and interested through the EMA cross-training application process. This will include outreach to qualified but undecided leads to assess interest and provide targeted engagement, as well as contacting personnel who have not completed pre-qualification to determine eligibility and interest-particularly those generated through conferences or other external sources. Other ongoing responsibilities include responding to general EMA career field inquiries using standardized messaging while triaging incoming correspondence to escalate complex or unique cases to RASD staff for follow-up.
PROGRAM AND EVENT MANAGEMENT
- Oversee the master timeline for all A&S events, ensuring all critical milestones are met.
- Execute daily logistical plans for A&S events, including managing the movement of applicants and staff between scheduled activities.
- Maintain and distribute the master A&S event calendar to unit leadership and key stakeholders.
- Provide comprehensive management for special projects as assigned by the Director ofA&S.
LOGISTICS AND RESOURCE COORDINATION
- Identify, schedule, and secure official venues and appropriate applicant lodging no later than 14 days prior to the start of each Assessment & Selection event.
- Coordinate all catering and subsistence services, to include menu planning, food preparation, and service. Manage and reconcile all associated billing and invoicing. These will be government and/or military member funded and the contractor will initiate/track requests.
- Direct the setup and teardown of all event venues, ensuring spaces are properly configured for A&S activities.
STAKEHOLDER AND PERSONNEL LIASION
- Serve as the central coordinator for the Operational Psychologist team, ensuring their requirements are integrated into the event schedule.
- Manage all administrative aspects of selection board volunteers, including scheduling, communication, and logistical support.
- Function as the primary liaison for applicant travel, coordinating with the Resource Advisor (RA) to generate and manage orders within the Defense Travel System (DTS) as an Reviewing Official (RO). The applicants will be responsible for completing their own DTS.
ASSESSMENT MATERIALS AND BOARD SUPPORT
- Coordinate with the Operational Psychologist to implement Knowledge, Skills, and Behaviors (KSB) scoring criteria into assessment materials.
- Develop and implement a standardized set of questions for consistency in evaluations conducted during interviews. Questions will be related to and applicable based on crew position and KSBs.
- Develop and manage training materials and calibration exercises for selection board members to ensure standardized evaluation.
- Develop the schedule for graders and/or board members to ensure equity throughout applicants.
- Ensure graders and/or board members are briefed which KSBs will be graded prior to the event. Ensure graders understand the grading scale for the applicable KSB(s).
- Develop and construct assessment events that target applicable KSBs in either individual, small team or large team events.
- Manage the production and secure dissemination of all assessment packages, ensuring board members receive materials by established deadlines.
Requirements
Job Requirements and Experience
- The Program Support Manager contractor shall possess a demonstrated background and experience in project management with expertise in operational evaluation.
- 2+ years of experience in administrative support, office management, recruiting support, customer service, or a similar coordination-heavy role.
- Demonstrated experience managing calendars, scheduling meetings, coordinating appointments, and resolving scheduling conflicts.
- Proficiency with Microsoft Office tools, including Outlook, Word, Excel, PowerPoint, and Teams.
- Familiarity with AI productivity tools for drafting emails, summarizing notes, organizing information, and improving workflow efficiency.
- HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 7:30 A.M - 4:30 P.M. Monday through Friday excluding Federal holidays.
- Workload estimates: A&S Program Support contractor shall be expected to support approximately three (3) to four (4) A&S events per fiscal year. Each event varies in size and complexity but typically involves 40-60 applicants and 15-25 board members and support staff.
ADA Requirements
- Operate a PC and phone in an office environment.
- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.

About The 89th Airlift Wing Recruiting Assessment & Selection Data (RASD)
Program support services to the 89th Airlift Wing/Recruiting, Assessment & Selection, and Data (RASD) office located in the 89th Airlift Wing (89 AW), JB Andrews. All personnel, supervision, and non-personal services necessary to support the planning, execution, and sustainment of the RASD mission. Recruiting, A&S Program Support, Program and Data Management Support.
The C-32A, C-37B, C40B aircraft are military versions of the Gulfstream V/550 (C-37A/B), Boeing 737-800 (C-40B), and Boeing 757-200 (C-32A) commercial aircraft. These aircraft are utilized for the Vice President, First Lady, Secretary of State, Secretary of Defense and Chairman of the Joint Chiefs of Staff, and other senior leaders to all theaters of operation. Due to the unique mission set of the Executive Airlift community and constant demand for airlift, manning is constantly dedicated solely to supporting these missions.
The 89 AW Commander is the hiring authority. For the 89 AW to meet its recruiting, assessment & selection, and data analysis duties of two selectively manned units in the 99 AS and the 1 AS, the 89 AW requires contractor support. The contractor personnel will be an integral part of supporting manning for the 89th Operations Group, who fulfill a no-fail mission supporting critically manned units. They will serve as the primary point of contact for each section, bringing their expertise and continuity to the 89 AW/RASD.
