POSITION SUMMARY INFORMATION: DUTIES AND REQUIREMENTS
Job Summary: The Quality Control Manager (QCM) is a dual-functioning technical authority responsible for leading quality assurance, contract compliance, and safety enforcement across all on-site construction operations. This dual role holds full stop-work authority to halt construction instantly to correct quality deviations or safety hazards.
Duties/Responsibilities:
- Enforce strict quality control standards to eliminate rework, ensuring all craftsmanship, materials, and installations comply with contract drawings, specifications, and regulatory codes.
- Implement and document preparatory, initial, and follow-up phase inspections for all definable features of work.
- Assist with maintaining an accurate, up-to-date set of redline/as-built drawings on-site throughout the project lifecycle.
- Coordinate, oversee, and document all third-party testing (e.g., soil, concrete, electrical) and code inspections.
- Implement and monitor the project-specific Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) in compliance with OSHA, EM 385-1-1, and contract standards.
- Conduct daily safety walks to proactively identify and mitigate physical, structural, or environmental hazards.
- Plan and conduct mandatory weekly safety meetings and specialized safety orientations for all incoming field personnel and subcontractors.
- Lead investigations and root-cause analyses for any near-misses, injuries, property damage, or safety violations.
- Direct day-to-day on-site production activities and ensure strict project schedule adherence.
- Manage, oversee, and coordinate the work of all on-site subcontractors.
- Identify site hazards, enforce safety compliance, and maintain a secure working environment.
- Attend and actively participate in all project partnering meetings and quality control meetings.
- Maintain detailed, accurate daily logs documenting site conditions, manpower, weather, materials received, and field progress.
- Maintain a continuous physical presence on the job site during all contract work performance until project completion and formal acceptance.
- Resolve field-level disputes, logistics clashes, or jurisdictional issues between subcontractors immediately to prevent delays.
- Maintain an accurate, up-to-date set of redline/as-built drawings on-site throughout the lifecycle of the project.
- Document field modifications, tracking labor and material expenditures for potential change orders or extra work authorizations.
- Lead the investigation and reporting of any near-misses, injuries, or safety violations, implementing corrective action immediately.
Required Education, Certifications, Licenses, and Experience:
- Must be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years of construction quality control experience on construction projects similar to this contract OR
- Must be a construction person with a minimum of 10 years of construction experience, of which a minimum of 5 years of experience must be in construction quality control on construction projects similar to this contract.
- Current OSHA 30-Hour Construction Safety certification
- Previous experience as a Site Safety Officer, safety representative, or other safety positions.
Preferred Education, Certifications, Licenses, and Experience:
- EM 385-1-1 Competent Person Training
- CHST (Construction Health and Safety Technician)
- CSP (Certified Safety Professional) / ASP (Associate Safety Professional)
- STSC (Safety Trained Supervisor Construction)
- Bachelor’s degree in construction management, Civil Engineering, Building Construction, Architecture, or an equivalent engineering field.
- Current OSHA 30-Hour Certification and USACE/NAVFAC Construction Quality Management (CQM) for Contractors certification.
Work Environment:
Employees may be exposed to extreme cold or hot weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and loud noise.
Physical Requirements:
Employees may be required to remain in a stationary position, stand, push, pull, climb, kneel, crawl, balance, squat, bend, and reach. Employees may be also required to use gear to move items around, including, but not limited to, carts and dollies. Employees may also be occasionally required to lift and/or move up to 49 pounds.

Skills Required
- Graduate engineer, graduate architect, or construction management graduate with at least 5 years of construction quality control experience on similar projects
- Alternatively, at least 10 years of construction experience, including at least 5 years in construction quality control on similar projects
- Current OSHA 30-Hour Construction Safety certification
- Previous experience as a Site Safety Officer, safety representative, or in another safety position
- EM 385-1-1 Competent Person Training
