Proposal Recruiter – North America InfrastructurePosition Overview
Parsons has a career opportunity for an experienced Proposal Recruiter to support our North America Infrastructure business. This role will lead proposal staffing, talent pipeline development, and full-cycle recruiting for major infrastructure pursuits and projects across the United States.
Reporting to the Infrastructure North America Recruiting Manager, the successful candidate will partner with capture managers and proposal teams, business development, TA/HR, hiring managers, and technical leadership to identify, engage, and secure highly qualified talent. The ideal candidate is adaptable, collaborative, organized, and thrives on executing multiple priorities in a fast-paced, deadline-driven environment.
This position can be located near one of our offices in New York, New Jersey, Boston, Atlanta, Indiana, North Carolina or Connecticut and will enjoy a hybrid work arrangement.
Key Responsibilities
- Partner with capture and proposal teams to identify staffing needs for infrastructure pursuits.
- Review RFPs, scopes of work, staffing plans, and organizational charts to identify key personnel requirements.
- Develop sourcing strategies and recruit technical and senior-level professionals for major proposals and projects.
- Source and engage passive candidates across engineering, construction management, program management, project controls, transportation, water, environmental, and energy disciplines.
- Evaluate candidates against RFP requirements, including technical experience, project history, certifications, licenses, and client experience.
- Build and maintain talent pipelines for upcoming pursuits, project awards, and recurring hiring needs.
- Manage full-cycle recruiting activities, including sourcing, screening, interviewing, offer development, negotiation, and closing.
- Partner with hiring managers and business leaders to provide market insights and recruiting recommendations.
- Maintain accurate candidate records and recruiting activity in ATS (Workday)
- Ensure compliance with applicable employment laws, company policies, and Talent Acquisition practices.
- Develop and share market intelligence and sourcing strategies with the broader Talent Acquisition team.
Required Qualifications
- Bachelor’s degree or equivalent combination of education and experience.
- 5+ years of recruiting or talent acquisition experience, including at least 2 years recruiting in infrastructure, engineering, construction, transportation, or related professional services.
- Experience with proposal staffing, pursuit recruiting, or capture support.
- Strong passive sourcing, talent mapping, and candidate engagement skills.
- Demonstrated success recruiting specialized and senior-level talent in a competitive market.
- Experience with ATS (preferably Workday), and CRM platforms, LinkedIn Recruiter, and other sourcing tools.
- Strong communication, relationship-building, organization, and stakeholder management skills.
- Ability to manage multiple priorities and meet tight deadlines.
- Knowledge of US employment practices and applicable federal and state regulations.
Preferred Qualifications
- Experience supporting public-sector infrastructure clients, including DOTs, transit agencies, municipalities, or federal programs.
- Experience recruiting for transportation, water/wastewater, environmental, energy, or large-scale infrastructure projects.
