Position Description:

The Proposal Manager/Writer supports general technical writing/editing and proposal development through coordination and collaboration with Teracore and partner companies technical subject matter experts (SMEs), program/project managers, and other contract support and execution resources. The ideal candidate will have proven success in a technical field, such as software development, financial system modernization or systems engineering. Additionally, the manager/writer would be expected to have the ability to evaluate and analyze complex information provided by SMEs and communicate to others (in writing or orally).  This position reports into the VP of Business Development.

Job Description:

Duties include, but are not limited to:

  • Lean technical writing and editing for Business Development (BD) and other corporate requirements. Tasks include:
    • Work with Teracore project leads to understand service and solution offerings. Translate complex information into simple, polished, compelling materials that meet target audience needs.
    • Research, outline, write, and edit content, working closely with various departments to understand project requirements. Develop comprehensive documentation that meets Teracore, partner, or customer standards. Write user-friendly content that turns insights into language for user success.
    • Gather information from SMEs and develop, organize, and write procedure manuals, technical specifications, and process documentation.
    • Work with business development and support leads to identify and maintain documentation repositories of reference materials, including research, usability tests, and design specifications.
    • Evaluate current content and develop iterative methods for improvement.
    • Determine information architecture processes and procedures that adhere to organizational and legal standards for data compilation, secure access, version control, compliance and centralized storage.
    • Develop content in alternative media forms for maximum usability, using consistent voice across all documentation.
  • Support Teracore prime and partner Requests for Information (RFIs), Sources Sought, and other proposal development efforts. Tasks include:
    • Complete Teracore response for internal and teaming partner pre-proposal and proposal data calls.
    • Support partner proposal development.
    • Maintain SharePoint repository for all active and completed BD and proposal efforts.
  • Support Teracore (Shipley-based) BD processes. Tasks include:
    • Develop written materials to support Teracore and partner Capture actions.
    • Develop presentations, fact sheets, and other materials to communicate Teracore’s core capabilities for existing and potential clients and partners.
    • Maintain Teracore’s Growth SharePoint site.
    • Develop and manage relevant materials for BD and pre-proposal activities to position Teracore for upcoming solicitations.

Required Skills:

  • US Citizen; ability to obtain clearance/background check
  • Four or more years of experience as an effective technical writer
  • Proven ability to quickly learn and understand complex subject matter
  • Experience in writing documentation and procedure manuals for various audiences
  • Possess excellent written communication and exceptional time management skills, attention to detail, and be adaptable to a wide range of challenges.
  • Experience in working with SMEs to refine content, and create visuals and diagrams for technical support content
  • Ability to prioritize and handle multiple projects simultaneously and to work collaboratively across all levels of the company.
  • Understanding of Shipley proposal processes

 Desired Skills:    

  • Bachelor’s degree (or equivalent) in journalism, communications, engineering, IT or relevant technical field.
  • Firm understanding of one or more of the following: software development (systems development lifecycle [SDLC], data analytics/business intelligence, systems testing and integration, solution architecture, data migration, cybersecurity).
  • Demonstrated proficiency with Microsoft Office 365 suite of tools and applications, to include Word, Excel, PowerPoint, SharePoint, OneDrive, Teams, etc.
  • Experience with desktop publishing tools, such as MS Publisher or Adobe InDesign is highly desired.
  • Society for Technical Communication and/or APMP Foundation (CF APMP) or higher certification is highly desired.
  • Trained and experienced in applying Shipley or other formal proposal lifecycle processes.
