The Role

 Advanced Systems Design is seeking a Proposal Manager located in Tallahassee, FL.

Job Overview:

ASD is currently seeking a Proposal Manager to manage all phases of the proposal development process in response to U.S. government and commercial Requests For Proposals (RFP). The Proposal Manager will assist in the identification of proposal opportunities and manage all aspects of proposal preparation which includes coordinating information from technical, management and financial departments.

Essential Duties and Responsibilities include the following. Other duties may be assigned:

  • Read, review, and analyze RFPs to develop and produce a high-level summary and provide a snapshot of each business opportunity
  • Assist with developing a comprehensive proposal management plan that at a minimum includes win strategies, customer requirement analysis, competitor assessments, themes/discriminators, risk issues, price-to-win analysis and resource requirements
  • Lead proposal development meetings (Kick-off, Daily Stand-ups), assign proposal responsibilities and milestones to include the storyboard and writing plans, produce a proposal calendar, conduct research, and gather information from multiple sources as needed
  • Collaborate with subject matter experts and other writers to refine proposal sections to ensure accuracy, consistency and reflection of win strategies
  • Review and edit materials for compliance, messaging, completeness, and correct grammar and formatting
  • Manage proposal reviews (Blue, Green, Pink, Red) and the Executive Gold Review
  • Perform proposal lessons learned and win/loss reviews upon proposal completion
  • Remain fully informed at all times of solicitation requirements, including subsequent amendments, and ensure compliance with all proposal requirements
  • Contribute to business development efforts for new sales and marketing to promote the business, including responses to requests for quotes, sources sought, and/or presentations as requested
  • Work effectively with staff with various levels of knowledge and experience

Required Qualifications:

  • 12+ years business experience
  • 5+ years’ experience in federal government proposal writing/management
  • Must have significant experience preparing complex proposals and qualification packages across federal government agencies.
  • Must have strong oral and written communication skills along with excellent problem-solving skills which includes the ability to actively consider a variety of possible solutions and consistently select a solution that has the highest probability of success
  • Proficient in Microsoft Office suite such as Outlook, Access, Excel, Word and MS Project
  • Experience using Salesforce, SharePoint, PowerPoint, Access, and Project software packages
  • Ability to work with executive leadership throughout the proposal process

Preferred Qualifications:

  • Certified Project Management Professional (PMP)
  • Knowledge of government contract laws and regulations
  • A track record of successfully managing multiple Federal proposals concurrently
  • The successful candidate must be able to pass background screening prior to employment.

Education:

  • Master’s Degree in Marketing, Communications, Journalism, Business Administration or related field
