The Role
Lead and manage end-to-end proposal development for new and follow-on aerospace/defense opportunities. Ensure compliance with RFP, FAR/DFAR, and TINA; coordinate cross-functional inputs (cost, schedule, BOE, BOM), develop proposal plans, run gate reviews, support pricing and audits, maintain reusable proposal libraries, and drive process improvements to deliver timely, competitive submissions.

Reporting to Director Proposals at HONA EDS located in San Diego, this individual will lead and oversee the proposal process for new and follow-on business opportunities. They will serve as the single point of contact for proposal development and execution, working with Program Managers, Business Development, and cross-functional leads to deliver compliant and competitive proposals to win business for the division. 

Responsibilities

The successful Proposal Manager will:

  • Review customer RFP package including Statement of Work (SOW), terms and conditions, volume requirements and pricing instructions to determine how to structure the response to be compliant, compelling, and highly rated by the client
  • Be knowledgeable of FAR and DFAR requirements
  • Be well organized, detail oriented, and have the ability to multi-task when managing multiple proposals at once
  • Develop and execute proposal plans, estimate resources (people, schedules, and budgets), lead Gate Reviews, and ensure compliance to RFP requirements
  • Collaborate with Business Development and Program Managers to generate winning proposal strategies and develop compelling messaging that addresses the strengths of HONA EDS offerings for both new and follow-on business opportunities
  • Ensure on-time delivery of proposals and document lessons learned to improve proposal processes
  • Facilitate creation of proposal elements such as cost and schedule documentation, proposal volumes, financial summaries, and Gate Review packages with Engineering, Finance, Operations, Program Management and Leadership
  • Coordinate pricing activities, basis of estimate (BOE) and bill of material (BOM) development, volume creation, approval authorizations, and formal submittal to customers 
  • Participate in proposal audits, customer fact-finding and negotiations as required
  • Perform analysis on previous program cost actuals to ensure pricing reflects the most current estimates and outlook
  • Support the proposal certification process per TINA 
  • Schedule major proposal milestones in accordance with HONA corporate governance and Phase Gate processes
  • Help to evaluate lean methods for improving proposal delivery timeliness and process optimization
  • Proactively structure and manage re-useable proposal knowledge libraries
  • Lead special projects and take on critical strategic captures
  • Thrive in a fast-paced, high-stakes environment while maintaining composure and leading through influence
Qualifications

Minimum:

  • Bachelor’s Degree in an Engineering, Management, or Business discipline
  • Ten (10) years’ industry experience in proposal creation/development with hardware (component and subsystem) manufacturing, program/project management, or program finance or five (5) years’ experience of relevant proposal experience with Master’s Degree in an Engineering, Management, or Business discipline
  • Ability to obtain and/or maintain a Security Clearance
  • Proficiency in Microsoft Excel and Project

Preferred:

  • Master’s Degree in an Engineering, Management, or Business discipline
  • Experience with multiple contract types (CPFF, CPIF, FPIF, FFP, T&M, OTA etc.) either in execution or in the proposal phase
  • Experience leading proposals with values greater than $50 million and development of proposal volumes
  • Knowledge of EVMS concepts and practices
  • Knowledgeable on DFARs requirements for proposals.
  • Be able to oversee the development of multiple simultaneous proposals on different timelines; advise leaders on resource constraints and prioritization of efforts
  • Experience writing proposals for Tier 1 primes that are based on USG flowed down requirements
  • Proposal certification (APMP Certification, Shipley Certification, etc.)
  • Familiarity with Visio, Salesforce, SAP/Oracle, Power BI, Project desirable
  • Strong communication skills internally and externally, employing diplomacy, confidence, and tact

Salary Range: $166,750 – $208,150 annually (San Diego). 

Employees may be eligible for a discretionary bonus in addition to base bay. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. HONA provides a variety of benefits including health insurance coverage, life and disability insurance, 401K, paid holidays and vacation.
