The Federal Proposal Manager leads the end-to-end development of proposals in response to U.S. federal government solicitations (e.g., RFPs, RFQs, RFIs, task orders, GWACs, IDIQs, BPAs). This role partners with presales/capture teams using tools like Deltek GovWin, SAM.gov, USAspending.gov, GovTribe, FPDS, eBuy, and others to identify opportunities, qualify them, and manage compliant, compelling proposal submissions. The Proposal Manager ensures all federal requirements and certifications (e.g., 8(a), SDVOSB, WOSB) are understood and addressed in responses.
QualificationsBachelor’s degree in Business, English, Communications, or a related field (or equivalent experience).
5+ years’ experience managing federal government proposals.
Strong knowledge of the federal acquisition process (FAR, DFARS) and federal proposal lifecycle.
Experience with federal research & proposal tools like GovWin, SAM.gov, FPDS, USAspending.
Excellent writing, editing, and communication skills.
Demonstrated ability to manage complex proposals with tight deadlines.
Preferred Qualifications
APMP Certification (Foundation, Practitioner, Professional) or equivalent.
Experience with federal set-aside programs (8(a), SDVOSB, WOSB) and documentation processes.
Familiarity with Capture and Presales strategy tools (e.g., Salesforce CRM, CaptureExec).
Experience across multiple agencies or vehicles (DoD, civilian, DHA, VA, GSA).
Strong project management discipline and ability to lead cross-functional virtual teams.
