Job Description:

Parsons is looking for an amazingly talented Project Quality Manager to join our team!

What You'll Be Doing

  • Lead the development and implementation of the Project Quality Management Plan (PQMP).

  • Establish and manage quality objectives, procedures, processes, and performance indicators across the project lifecycle.

  • Provide direction and support to QA/QC teams, engineers, inspectors, consultants, and contractors to ensure project quality requirements are met.

  • Ensure quality requirements are integrated into design, procurement, construction, testing, commissioning, and handover activities.

  • Review and monitor contractor and consultant Quality Management Plans (QMPs), Inspection and Test Plans (ITPs), and related quality procedures.

  • Conduct quality audits, assessments, and compliance reviews, and follow up on corrective and preventive actions.

  • Oversee construction quality activities for airport terminals, airside infrastructure, roads, utilities, MEP, ICT, and specialist airport systems.

  • Manage Non-Conformance Reports (NCRs), site observations, audit findings, and quality improvement actions, ensuring timely closure.

  • Support design quality reviews, technical assurance, constructability assessments, and compliance with codes, standards, and client requirements.

  • Support testing, commissioning, and operational readiness by reviewing procedures, test results, and completion documentation.

  • Coordinate with client representatives, airport authorities, consultants, contractors, and suppliers on all quality-related matters.

  • Prepare quality dashboards, reports, and performance updates for senior management and recommend improvements.

What Required Skills You'll Bring
  • Bachelor’s degree in engineering, construction management, quality management, or a related discipline.

  • Minimum 15 years of experience in quality management, QA/QC, or construction quality assurance.

  • Proven experience on major airport, aviation, transportation, or large-scale infrastructure projects.

  • Strong experience managing quality systems across complex, multidisciplinary projects, including EPC/PMC/Delivery Partner environments.

  • Solid knowledge of quality management systems and international standards, especially ISO 9001ISO 9001.

  • Experience in inspection processes, ITP development and review, NCR management, root cause analysis, audits, and testing/commissioning.

  • Strong leadership, communication, analytical, and stakeholder management skills.

What Desired Skills You'll Bring
  • Certified Quality Manager (CQM), Certified Quality Auditor (CQA), CQI, or equivalent.

  • Professional Engineer (PE), Chartered Engineer (CEng), or equivalent registration.

  • Experience on international airport mega-projects.

  • Knowledge of ICAO, FAA, IATA, and aviation infrastructure quality requirements.

  • Experience with FIDIC or similar international contract frameworks.

  • Experience with Design-Build, EPC, PMC, or Delivery Partner models.

  • Experience implementing digital quality management systems and managing quality across multiple contractors and packages.
