Job Title: Project Manager - Audit and Compliance

Duration: Long Term

Job Description:


  • Analyze current programs, processes and audit reports, and recommends an effective approach to developing and implementing quality products to improve agency operations.
  • Deploy a comprehensive, risk-based audit and compliance program with technical solutions for the agency that assesses identified risks.
  • Collaborate with relevant internal agency personnel, as well as external stakeholders to design and implement the program with technical solutions.
  • Conduct interviews with key staff members, reviews process documents, policies and procedures and conduct process walkthroughs to gain a clearer, more in-depth understanding of the agency relevant laws, regulations, policies and procedures.
  • Develop and implement action plans with control activities and system solutions that will reduce the residual "risk appetite" to an acceptable level.
  • Provide recommendations for any changes to the governance & reporting framework that guides and supports the agency's audit and compliance program.
  • Develop key performance indicators, audit work papers and reports that will provide information to staff, stakeholders and the agency leadership team that will provide them with feedback about the overall operational efficacy of their programs, technical solutions and resources, and promote better management of the day-to-day business.
  • Utilize DFHV SharePoint portal, processes and capabilities in a manner that is consistent with robust data collection to improve management's insights into daily operations.
  • Serve as a centralized consultative resource from whom stakeholders can receive clarification on plan/program requirements and confidentially report issues and concerns without fear of retaliation.
  • Develop and deliver both awareness and educational training materials, policies & procedures, tools, templates and metrics associated with the audit and compliance program with staff and stakeholders, internally and externally alike.
  • Provide training, knowledge transfer and management support to DFHV personnel related to the deployment and maintenance of the audit and compliance program and its systems/databases.
  • Develop remediation databases based on business requirements and audit recommendations.
  • Design and maintain audit plan and schedule.
  • Design and develop programming solutions, making specific determinations about system performance

Roles and Responsibilities:

  • Master’s Degree in Business Administration, Accounting, Auditing or related field and/or must be a Certified Auditor.
  • Minimum 5 years of experience with audit or compliance oversight function.
  • Minimum 2 years of experience with successes developing and deploying a comprehensive, risk-based deficiency and remediation program that have assisted agencies in its efforts to consolidate new and existing risks and exposures, monitor and lead efforts to remediate weaknesses.
  • Minimum 2 years of experience developing and publishing reports of efforts documenting the monitoring of timely remediation of findings and observations to keep internal stakeholders abreast of status changes.
  • Minimum 2 years of experience developing risk-based annual audit and compliance plan(s) and conducting ongoing, periodic reviews (compliance and remediation testing) to provide management with a reasonable assurance of compliance as well as completion of remediation action items.
  • Minimum 2 years of experience collaborating with teams and stakeholders to design and implement audit and compliance program(s).
  • Minimum 2 years of experience and familiarity with the for-hire vehicle industry and/ or the taxicab regulatory operations and functions, specifically related to applications and licensing processes related to taxi companies, associations, payment service providers, and taximeter installation centers.
  • Possess relevant and current audit and compliance best practices experience and tools to develop and guide the implementation and any necessary changes of the agency's program and its technical solutions.
  • Possess the requisite technical skills to leverage existing driver/vehicle/company licensing data sets from systems of record to conduct efficient and effective reviews and analysis, as well as to make recommendations to develop a system or tools to support the agency's audit & compliance program.
  •  Minimum 3 years of experience utilizing SharePoint.
  • Experience in collaborating in a multi-disciplinary team environment.
  • Proficient in the use of Microsoft Office suite including Visio
