We are seeking a highly qualified Project Manager/Senior Analyst to lead and oversee the execution of acquisition management and technical support services in support of the Department of Homeland Security (DHS), Office of Program Accountability and Risk Management (PARM). This role is designated as Key Personnel and is critical to ensuring successful delivery of contract requirements, analytical support, and acquisition oversight functions.
The Project Manager will serve as the senior-most contractor representative, providing leadership, quality assurance, and stakeholder coordination while also contributing directly to analytical and technical tasks.
ResponsibilitiesServe as the Contractor’s primary point of contact for the Contracting Officer’s Representative (COR), stakeholders, and DHS leadership.
Assign, monitor, and evaluate all work performed under the Statement of Work (SOW).
Provide management, administration, and quality oversight of Contractor personnel supporting DHS PARM.
Coordinate with Government stakeholders to ensure contract requirements are met on schedule and within scope.
Proactively identify and address performance concerns, and provide training and guidance to project staff.
Review and validate work products to ensure accuracy, compliance with DHS standards, and quality prior to submission.
Support direct execution of analytical and program support tasks described under SOW Section 2, dedicating approximately 75% of time to hands-on support.
Prepare and deliver reports, briefings, memoranda, and other executive-level documentation.
Ensure timely response to Government inquiries; address technical or performance issues within four (4) hours of notification.
Maintain availability via teleconference, email, and Microsoft Teams between 9:00 a.m. – 5:00 p.m. EST, Monday through Friday.
Designate and oversee an alternate Project Manager with full authority to act during absences.
Minimum 8 years of experience overseeing cost, schedule, and performance of major acquisition programs, including supervision of personnel.
Demonstrated leadership in program/project management with responsibility for stakeholder engagement and performance outcomes.
Bachelor’s degree in Business Administration or a related field.
Project Management Professional (PMP) certification (current and active).
Advanced oral and written communication skills with the ability to brief senior executives.
Advanced proficiency with Microsoft Office Suite (Word, Excel, Project, Visio, PowerPoint, Outlook, Teams).
Strong analytical skills with experience in data analysis, program evaluation, and risk assessment.
Ability to manage and review deliverables in compliance with Federal acquisition standards and DHS directives.
Must be a U.S. Citizen and able to obtain a favorable Public Trust background investigation.
Experience supporting DHS acquisition programs or other Federal acquisition oversight offices.
Knowledge of DHS Acquisition Management Directive (MD) 102-01 and Systems Engineering Life Cycle (SELC).
Experience leading hybrid teams across virtual and onsite environments.
Familiarity with data visualization, technical editing, and executive-level briefing preparation.
