Job DescriptionTechnical Project Manager – (Front-End / Scope & Definition Focus) Supporting the Technical Delivery Function Manager
The Project Manager will act as the Contracting Entity’s representative, taking assignment for supporting the Technical Delivery Manager. Supporting projects and programmes from their early-stage scope and design definition establishment through to successful completion assisting and guiding their development and progression.
This is a front-end focused role, with a strong emphasis on project initiation, interpretating Functional Briefs, and technical scope technical definition, ensuring projects are set up effectively from the outset and aligned with programme and organisational and contractual objectives.
The Role supports others who are responsible for delivering projects to time, budget, and specification, ensuring all project goals are achieved in line with the Contracting Entity’s requirements and overall strategic objectives.
Key Responsibilities:
Front-End Project Leadership (Key Focus)
Lead and/or support the early stages of projects, including:
Development of Functional Briefs into Technical Scopes
Supporting scope writing aligned to RIAI / RIBA workflows and H&S regulations and Aviation directives
Defining project structure, supporting delivery approach, and supporting governance
Understand how projects evolve across the lifecycle and embed best practice processes from the outset
Ensure clarity and alignment across internal stakeholders before project mobilisation
Provide induction training to Infrastructure new starts
Programme Requirements, Standards & Performance
Develop and manage the key documents eg Project Execution Plan, Stakeholder Management Plan and others
Ensure alignment with internal standards, delivery frameworks, and governance
Build strong working relationships with the key stakeholders and wider external teams
Oversee Technical Delivery Sharepoint editing and updates
Project Management Activities
Coordinate and support across all project lifecycle stages
Manage interfaces across internal and external stakeholders
Maintain RACI chart and ensure accountability across teams
Coordinate and engage design consultant's frameworks and other providers
Lead design review processes and communicate approvals
Maintain and support functional and controls teams including project risk registers
Participate change control processes
Ensure effective communication and information flow across all stakeholders
Identify and implement organisational process and workflow improvements
Participate in Lessons Learnt activities
NEC Contracts
Demonstrate a broad understanding of NEC PSC contracts (essential), Project Design Assurance activities. Manage and facilitate Technical Scope Reviews process on behalf of the Technical Delivery Manager
Support organsiational NEC contract processes including:
Programme reviews and acceptance
Act in the spirit of mutual trust and collaboration
Ensure contract compliance
Stakeholder Management
Engage with a wide range of stakeholders including:
Internal teams (Asset Management, Operations, etc.)
Design Consultants, and external partners
Build strong relationships and ensure effective cross-functional collaboration
Minimum 10 years’ experience in construction / infrastructure project delivery
Strong understanding of project delivery in Ireland
Experience on front-end project stages (scope, initiation, statutory planning)
Knowledge of the full project lifecycle
Demonstrated capability in scope writing and support to define the briefing processes
- Solid understanding of:
RIAI / RIBA methodologies and associated workflows
Ireland’s Health & Safety regulations. Including PSDP services
Commercial awareness and acumen
Background in Architecture or Engineering or associated experience preferred
Strong proficiency in MS Office Suite
- Proven ability to:
Work proactively and reactively, anticipating issues
Improve processes and workflows
Manage multiple stakeholders effectively
Experience setting up project workflows, templates, and governance structures
Desirable
Aviation or airport project experience
Experience working in live operational environments (e.g. airports)
Experience acting as a client-side project manager
Comfortable working at pace and in a dynamic environment
Knowledge of SharePoint editing and publishing
Additional Requirements
Must be able to provide 5-year address history (Garda vetting, clearance requirement)

3 days onsite / 2 days hybrid
