Annual Salary Range: $60 to $100 per hour

INTECON, LLC is actively seeking a highly skilled Project Manager to provide strategic policy guidance, program management, and business process re-engineering support for the AFWERX Capital Initiatives Division (RGI). This role is pivotal in driving technology transition, commercialization, and process improvement across the Air Force Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

Roles and Responsibilities:

The Program Manager Qualifications Shall Include:

  • Develop, document, and implement SBIR/STTR strategies aligned with DoD & Air Force policy frameworks.
  • Ensure compliance with legislation and enterprise roles impacting SBIR/STTR execution.
  • Provide strategic guidance to optimize program effectiveness and policy alignment.
  • Drive SBIR/STTR Technology Transition & Commercialization
  • Identify technology needs and create frameworks for technology maturation & integration.
  • Support the Community Relations Plan (CRP) and facilitate industry engagement.
  • Develop commercialization pathways to help Air Force technologies transition into operational use.
  • Enhance Collaboration & Cross-Functional Communication
  • Work with DoD senior leadership (HAF, SAF, AFWERX) to shape program goals and execution plans.
  • Improve communication and coordination between geographically dispersed SBIR/STTR stakeholders.
  • Support marketing & communication strategies to enhance SBIR/STTR visibility.
  • Optimize Infrastructure, Training & Workforce Alignment
  • Align infrastructure & personnel resources with strategic & tactical objectives.
  • Establish role-based training requirements and develop training materials for SBIR/STTR personnel.
  • Leverage entrepreneurial approaches to drive program innovation.

Qualifications:

Education:

Bachelor’s or Master’s degree in Business Administration, Public Policy, Engineering, Technology Management, or a related field.

Experience:

  • 5+ years of experience in SBIR/STTR program management, technology transition, and commercialization.
  • Deep expertise in Air Force SBIR/STTR program legislation, enterprise roles, and execution processes.
  • Demonstrated leadership in developing, documenting, and socializing SBIR/STTR strategies.
  • Proven ability to align infrastructure, personnel, and operations with strategic goals.
  • Strong collaboration skills with geographically dispersed stakeholders and senior DoD leadership.
  • Experience in technology scouting, business process improvement, and commercialization pathways.
  • Ability to work with government contracting teams to optimize SBIR/STTR execution.
  • Project Management Professional (PMP)

Certifications and Training:

  • Project Management Professional (PMP)

Proficiency in:

  • Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint, Teams)
  • Google Workspace (Docs, Sheets, Slides)
  • Project & Data Management Tools (Tableau, Power BI, Jira, Confluence)
  • Knowledge of FAR/DFARS & DoD Acquisition Policy

Security Clearance:

Active DoD Secret security clearance.
