Chimera seeks an experienced Project Manager / Subject Matter Expert (PM/SME) to lead a DHS CISA International Affairs Support Services task order. The PM will be the single point of contact to the Government, manage all aspects of task order performance, and provide strategic advice and technical guidance in support of CISA International’s global engagement mission.
Key Duties- Lead day-to-day task order management (scope, schedule, quality, risk, and cost) across all PWS tasks.
- Develop and maintain the Project Management Plan (PMP), risk management processes, and cross-task management processes.
- Prepare and deliver Monthly Status Reports and support monthly Program Management Reviews with the Government.
- Provide strategic advice, technical guidance, and analysis to CISA International leadership; develop recommendations for process and performance improvements.
- Supervise and direct a multi‑disciplinary team of analysts and specialists; ensure high-quality, timely deliverables.
- Maintain strong client relationships with the CO, COR, and CISA stakeholders; ensure rapid response to evolving requirements.
- Be available to the COR 0830–1730 ET, Monday–Friday, and respond to issues within 4 hours.
- Support occasional off-hours, weekend, or holiday activities as required to meet mission needs (e.g., international engagements across time zones).
- U.S. citizenship.
- Active TS/SCI (or TS/SCI‑eligible with strong recent TS history) and ability to maintain clearance.
- Bachelor’s degree in a relevant discipline (e.g., international affairs, security studies, public policy, business).
- 8+ years of experience in Federal program or project management, preferably in homeland security, international affairs, or national security environments.
- Demonstrated experience leading contract/task order teams and interfacing with senior Government stakeholders.
- Proven ability to produce and manage core PM artifacts (PMPs, status reports, risk registers, schedules) and drive performance to quality and timeliness standards.
- Excellent written and verbal communication skills; ability to synthesize complex issues into clear recommendations.
- Prior DHS (ideally CISA) or similar headquarters‑level experience.
- Experience with international engagements, interagency coordination, or stakeholder engagement in national security, cyber, critical infrastructure, or CWMD/health security missions.
- PMP or equivalent project management certification.
Skills Required

- Bachelor's degree in a relevant discipline such as international affairs, security studies, public policy, or business
