We are seeking a senior Project Manager to lead large-scale Government of Canada security and information technology initiatives, including Mission Video Management System (MVMS) projects and other mission-critical security systems.
The successful candidate will possess extensive experience managing complex, multi-stakeholder government projects involving security technologies, governance, procurement, reporting, and capital investments.

Requirements
1. Project Manager Experience (PMM1 & PMR1)
- 25+ years of Project Manager experience.
- Experience obtained within the past 25 years.
- Demonstrated performance of all SOW project management activities, including:
- Scope management
- Schedule management
- Cost management
- Risk management
- Stakeholder management
- Governance reporting
- Procurement support
- Project planning and execution
2. Large Government Project Experience (PMR2)
- At least 5 consecutive years on a Government project.
- Project value of at least $40M.
- Involvement of more than two departments/agencies.
- Example departments:
- Global Affairs Canada (GAC)
- Shared Services Canada (SSC)
- RCMP
- CBSA
- Role included delivery of PM activities required by the SOW.
3. Complex Security Project Experience (PMR3)
- Experience on 5 or more complex security projects.
- Projects involved:
- Mission Video Management Systems (MVMS)
- Video surveillance systems
- Physical security systems
- Access control systems
- Security monitoring systems
- Managed:
- Scope
- Schedule
- Cost
- Risk
4. Governance, Procurement & Reporting Experience (PMR4)
- Experience on 5 or more projects involving:
- Governance committees
- Executive reporting
- Project reporting
- Procurement planning
- RFP development
- Contract management
- Vendor management
- Statement of Work development
5. Multi-Stakeholder / Mission-Abroad Experience (PMR5)
- Experience on 5 or more projects involving:
- Multiple government organizations
- International missions
- Foreign embassies
- Consulates
- Cross-departmental stakeholder groups
- Coordinated activities across multiple organizations and locations.
6. Government of Canada Capital Project Experience (PMR6)
- Minimum 5 years supporting Government of Canada capital projects.
- Projects involved:
- Information Technology infrastructure
- Security systems
- Physical security technologies
- Experience with:
- Video surveillance
- Access control
- Intrusion detection
- Security monitoring technologies
7. Professional Certification (PMR7)
- Current PMP certification or
- Current PRINCE2 Practitioner certification.
8. Additional Certification (PMR8)
- Current ITIL certification.
- Current Canadian Professional Engineer (P.Eng.) licence.
Skills Required
- 25+ years of project manager experience obtained within the past 25 years
- Experience performing scope, schedule, cost, risk, stakeholder, governance, procurement, planning, and execution activities
- At least five consecutive years on a Government project valued at $40 million or more involving more than two departments or agencies
- Experience on five or more complex security projects involving mission video management, video surveillance, physical security, access control, or security monitoring systems
- Experience managing scope, schedule, cost, and risk on complex security projects
- Experience on five or more projects involving governance committees, executive reporting, procurement planning, RFP development, contract management, vendor management, and Statement of Work development
- Experience on five or more projects involving multiple government organizations, international missions, embassies, consulates, or cross-departmental stakeholders
- At least five years supporting Government of Canada capital projects involving IT infrastructure, security systems, or physical security technologies
- Current PMP or PRINCE2 Practitioner certification
- Current ITIL certification
- Current Canadian Professional Engineer licence
