The Project Manager, Capital Stress Testing is a key position on the U.S. Capital, Liquidity, and Funding team that is responsible for the organization and execution of the Capital Adequacy Process (CAP) for the BMO U.S. legal entities. This role will oversee of the development, implementation, documentation, and update of all aspects of the Capital Planning/Comprehensive Capital Analysis and Review (CCAR)/Dodd-Frank Act Stress Test (DFAST) workstreams and coordinate the production of CCAR/DFAST key deliverables. Manage stress testing execution calendar and track progress towards overall completion. Direct regular meetings to facilitate discussion of achieving progress towards CCAR/DFAST execution with all contributing groups. Manage change and oversee key components of the CAP by providing channels for timely communication of project status, as well as identifying, communicating, and mitigating issues, risks, and dependencies across the CAP. Where applicable, implement CAP remediation activities/enhancements. You will support the management and execution of the Bank’s capital management framework and related capital management strategies, initiatives and operational programs to ensure compliance and optimize the efficiency of capital resources.
- Communicate project status, changes, issues, risks, and dependencies on a regular basis to key management governance forums
- Manage CCAR execution calendar and track progress towards key deadlines and overall completion
- Direct weekly, or more frequently as necessary, SCRUM meetings to facilitate discussion towards CCAR execution; proactively identify key dates, milestones, and chart dependencies across workstreams
- Determine business priorities and best sequence for execution of business/group strategy.
- Oversee CAP-related Business Managed Applications (BMAs) and ensure stakeholder adherence to BMA policies and procedures
- Work closely with Capital Management Group to monitor Capital Plan content writing and reviewing progress
- Coordinate and manage all CAP-related examination or supervisory events, including recurring and ad hoc regulatory requests
- Coordinate and manage all Audit or other internal/external reviews related to the CAP, including recurring and ad hoc events
- Coordinate and track efforts relating to the remediation of any identified CAP issues
- Support the development of Corporate Standards, operating principles and guidelines to support the Capital Management Framework.
- Conduct independent analysis and assessment to resolve strategic issues.
- Lead or participate in change management activities including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
- Apply specialized knowledge and provides advice on the interpretation of regulatory capital rules.
- Recommend and implement capital management solutions based on analysis of issues and implications for the business including available Capital and capital usage (i.e. LE, RWA, RC) versus limits.
- Oversee CAP-related Business Managed Applications (BMAs) and ensure stakeholder adherence to BMA policies and procedures
- Work closely with Capital Management Group to monitor Capital Plan content writing and reviewing progress
- Support the development of Corporate Standards, operating principles and guidelines to support the Capital Management Framework.
- Conduct analysis to evaluate capital impacts of bank initiatives/actions/business transactions e.g. acquisitions.
- Monitor Capital usage (i.e., Capital Demand), Capital Supply (including Available Capital and deductions) and Capital adequacy.
- Support the execution of the Enterprise capital adequacy assessment in partnership with Risk Management.
- Monitor competitive and regulatory developments, assesses impacts of changes and advises on implications the enterprise/business/group.
- May network with industry contacts, rating agencies and regulators on capital and funding issues to influence as well as gather competitive insights and practices.
- Build effective relationships with internal/external stakeholders.
- Act as liaison between stakeholders in order to align agendas and ensure a clear understanding of the business context.
- Monitor and track capital performance / drivers of capital performance, and addresses any issues.
- Gather and format data into regular and ad-hoc reports, and dashboards.
- Focus is primarily on business/group within BMO; may have broader, enterprise-wide focus.

Qualifications:
- Typically between 5 - 7 years of relevant experience and/or certification in related field of study or an equivalent combination of education and experience.
- Knowledge of economic, social and political forces and marketplace trends.
- One or more of the following preferred: MBA Finance, CA, CFA, CGA, CMA.
- Experience in Finance, Capital Markets, or Treasury.
- Knowledge of financial analysis and financial modeling.
- In-depth knowledge of regulatory capital management concepts; capital markets business.
- In-depth understanding of accounting, balance sheet, and risk management concepts and practices.
- Deep knowledge and technical proficiency gained through extensive education and business experience.

Salary:
$88,800.00 - $165,600.00Pay Type:

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
