Position Overview

The Project Manager – SC DHHS is responsible for the strategic and day-to-day leadership of Capitol Bridge’s high-visibility Medicaid support services contract with the South Carolina Department of Health and Human Services (SC DHHS). 

This role requires significantly more than traditional project administration. The Project Manager must be a proactive planner, critical thinker, relationship builder, and solution-oriented leader who can operate effectively in a complex and evolving client environment. The successful candidate will anticipate needs, identify gaps before they become problems, bring structure to ambiguity, and develop actionable solutions rather than waiting for direction. 


This individual will serve as a key connector between SC DHHS, Capitol Bridge leadership, operations, quality, training, HR, recruiting, and frontline teams. They must be highly personable and capable of building trusted relationships while also asking difficult questions, challenging assumptions appropriately, and helping both the client and internal teams think several steps ahead. 


Equally important, this role is responsible for creating stability for the project team. The Project Manager must understand how client decisions, operational changes, workload demands, and communication affect frontline employees and supervisors and actively work to maintain engagement, clarity, accountability, and morale. 

Success in this role will be measured not only by whether contractual requirements are met, but by the Project Manager's ability to anticipate, plan, connect, solve, communicate, and lead. 


Location: Columbia, SC

Compensation: $100,000

Schedule: Monday-Friday, 8am-5pm EST

Education & Experience 

  • Bachelor's degree in Business Administration, Public Health, Project Management, Healthcare Administration, Operations, or a related field; equivalent relevant experience may be considered. 
  • Minimum 5 years of progressive project, program, or operational leadership experience. 
  • Demonstrated experience managing complex, client-facing programs or operations. 
  • Experience leading cross-functional teams and coordinating work across multiple departments. 
  • Government contracting, Medicaid, healthcare, human services, disability services, or state government experience strongly preferred. 
  • Experience working directly with demanding or highly engaged clients and navigating complex stakeholder environments strongly preferred. 
  • Experience managing operational change, process improvement, workforce transitions, or program stabilization highly desirable. 
  • PMP, Lean Six Sigma, Prosci, or similar certification is a plus but not required.
