The Town of Windsor, CT is seeking a collaborative and experienced professional to join our team as a Project Engineer. This full-time position is an excellent opportunity for an engineer who enjoys working on a wide range of public infrastructure projects, collaborating with contractors, consultants, developers, state and federal agencies, and Town staff, and seeing projects move from concept and design through construction and completion. We are looking for a motivated, team-oriented professional who takes pride in high-quality engineering work, effective project management, and service to the community.

The Position:

As a Project Engineer, you will perform complex and professional engineering work involving the design, construction, inspection, and coordination of public works projects and programs. Areas of responsibility may include streets, drainage, parks, streetlights, traffic signals, traffic signs, pavement markings, transportation, and other Town infrastructure.

This position works collaboratively with Town staff, consulting engineers, contractors, developers, and state and federal agencies to ensure projects are properly designed, constructed, documented, and completed within established schedules, budgets, and applicable standards.

Key responsibilities include:

• Assisting with the design and delivery of Town construction projects, including the preparation and coordination of engineering plans, specifications, bid documents, and related materials

• Coordinating bidding and procurement activities, reviewing construction bids, and making recommendations based on cost, qualifications, competency, and other selection criteria

• Managing and overseeing assigned projects to ensure contractors meet established schedules, budgets, plans, specifications, and quality standards; inspecting construction work and preparing project status and completion reports

• Reviewing private development plans, utility permits, street use permits, and other applications for compliance with Town codes, regulations, engineering standards, permit requirements, and approved plans

• Supporting transportation and traffic engineering programs, including traffic signals, pavement management, traffic signs, pavement markings, streetlights, and transportation impact reviews

• Maintaining project records and assisting with storm drainage and street system maps, databases, comprehensive plans, and related engineering studies

• Assisting with State and Federal grant applications, annual operating budgets, and multi-year capital improvement programs related to public infrastructure projects and studies

• Maintaining effective communication and coordination with Town staff, consulting engineers, contractors, developers, property owners, state and federal agencies, and members of the public

• Have experience with the design, construction, inspection, and administration of public infrastructure projects

• Communicate clearly and professionally with a wide variety of internal and external stakeholders

• Be able to manage multiple projects and priorities while maintaining attention to schedules, budgets, specifications, and quality

• Have strong analytical, technical writing, problem-solving, and organizational skills

• Be knowledgeable about engineering principles related to transportation, drainage, roadway construction, traffic operations, and public works infrastructure

• Demonstrate sound judgment, professionalism, and a commitment to high-quality public service and the Town’s service excellence expectations

Minimum Qualifications:

Education and Experience:

· Bachelor’s degree in civil engineering or a closely related field, with four years of progressively responsible civil engineering experience including some supervisory experience; or

· Any equivalent combination of education and experience.

Special Requirements:

  • Connecticut Registration as a Professional Engineer (PE) or Engineer In Training (EIT) a plus.
  • Valid driver’s license with good driving record.
  • Successful completion of the Town’s background and drug screening (including screening for marijuana).

Salary and Benefits:

The starting salary range for this position is $85,000 to $95,000, with starting salary depending on qualifications. Town employees enjoy a comprehensive benefits package including:
