Parsons is seeking an experienced Project Director to lead the day-to-day delivery of the Project Management Consultancy (PMC) services for a luxury hospitality and entertainment development in Qatar. The development is a state-of-the-art entertainment hub, set to attract millions of visitors annually with its immersive experiences and diverse attractions.
The Project Director will have full responsibility for managing the integrated delivery of this world-class hospitality, entertainment, retail, residential and mixed-use destination. The role is accountable for managing design, procurement, construction management, project controls, stakeholder coordination, testing & commissioning, handover, and Defects Liability Period activities while ensuring achievement of the Client's objectives for schedule, cost, quality, safety, sustainability, and operational readiness.
The Project Director will lead the multidisciplinary PMC team and coordinate all consultants, contractors, authorities, operators, and specialist stakeholders throughout the project lifecycle.
SPECIFIC RESPONSIBILITIES:
Lead the overall delivery of PMC services throughout the project lifecycle.
Manage the multidisciplinary PMC organization and specialist consultants.
Serve as the Client's primary day-to-day representative.
Manage integrated project planning, reporting, governance, and performance monitoring.
Coordinate design management activities with Lead Architect, Lead Design Consultant, specialist designers, and contractors.
Oversee procurement, construction, testing & commissioning, handover, and DLP activities.
Lead project controls covering schedule, cost, quality, risk, HSE, procurement, document control, and reporting.
Ensure effective coordination with supervision consultants, contractors, statutory authorities, operators, and utility providers.
Lead project risk management and implement recovery strategies where required.
Review project reports, executive dashboards, and commercial recommendations prior to submission to the Client.
Monitor contractor performance and recommend corrective actions.
Ensure compliance with project governance, contractual obligations, and Client procedures.
Drive collaboration across all project stakeholders to achieve successful delivery.
EDUCATION & SPECIFIC ROLE REQUIREMENTS:
Bachelor's Degree in Engineering, Architecture, Construction Management or related discipline.
Master's Degree preferred.
Professional certification such as PMP, MRICS, PE, CEng or equivalent preferred.
Minimum 20 years of experience delivering major hospitality developments through PMC or Programme Management roles.
Demonstrated experience managing large multidisciplinary design and construction teams.
Experience delivering luxury hotels, integrated resorts, or mixed-use developments.
Strong GCC experience is preferred.
SKILLS/COMPETENCIES:
Comprehensive knowledge of Project Management Consultancy (PMC) delivery for major hospitality, mixed-use, and destination developments.
Strong understanding of design management, project controls, procurement, construction management, testing & commissioning, and handover processes.
Extensive knowledge of planning, scheduling, cost management, quality assurance, risk management, HSE, and performance reporting.
Proven ability to lead multidisciplinary project teams comprising consultants, contractors, operators, and statutory authorities.
Strong understanding of contract administration, commercial management, procurement, change management, and contractor performance monitoring.
Excellent leadership, organizational, and stakeholder management capabilities within complex project environments.
Strong analytical and problem-solving skills with the ability to identify risks and implement effective mitigation and recovery strategies.
Ability to successfully deliver large, fast-paced developments while maintaining focus on quality, schedule, budget, safety, and Client objectives.
