Job Description:
Parsons Corporation is seeking a highly experienced and strategic Project Controls Manager to join our team in Tabuk, Saudi Arabia. In this role, you will lead the project controls function for large-scale, mega-infrastructure projects, ensuring that project schedule, cost, and risk management baselines are meticulously planned and executed. You will act as a key advisor to project leadership, driving project performance and delivering predictable outcomes on some of the region's most ambitious developments.
What You'll Be DoingLeadership & Direction: Lead and manage a multidisciplinary team of project controls professionals (cost controllers, schedulers, and estimators). Establish team goals, conduct performance evaluations, and foster a culture of continuous improvement.
Baseline Management: Oversee the development, maintenance, and execution of the integrated project schedule and cost baseline. Ensure alignment with contractual requirements and corporate standards.
Earned Value Management (EVM): Implement and manage comprehensive EVM systems to accurately measure project performance, analyze variances, and forecast estimate-at-completion (EAC) metrics.
Reporting & Analytics: Direct the preparation of daily, weekly, and monthly project control reports for senior leadership and clients. Provide actionable insights and trend analyses to mitigate potential delays or cost overruns.
Change Management: Manage the project change control process. Review contract modifications, assess their impact on schedule and budget, and ensure proper documentation and approval workflows are followed.
Risk & Contingency Management: Collaborate with the project management team to identify, quantify, and monitor project risks. Oversee the risk register and manage contingency allocations effectively.
Client & Stakeholder Interface: Act as the primary point of contact for the client regarding project controls status, variance explanations, and recovery strategies.
Education: Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related technical field from an accredited institution.
Experience: * Minimum of 15 years of dedicated project controls experience.
Proven track record working on mega-projects ($1B+ value), preferably within the Middle East or GCC region.
At least 5 years of experience in a dedicated managerial or supervisory role
Expertise in industry-standard software, including Primavera P6, Primavera Risk Analysis, and advanced MS Excel.
Deep understanding of Earned Value Management (EVM) methodology and cost engineering principles.
