Overview and Purpose

The Project Controller is responsible for the financial and administrative control of the ASC and other government contracts, ensuring projects stay within budget and schedule. Liaison between project management and finance, producing accurate financial analysis, forecasting, and compliance reporting required by government regulations

Essential Duties and Responsibilities:
This position is responsible for the following: Other duties may be assigned.
  1. Develop, maintain, and monitor project budgets (baseline) and identify cost variances.
  2. Successfully manage the relationships within the Project Controls team scope of work, including estimating, planning, and scheduling, cost control, and change management, for the assigned project or program.
  3. Perform monthly estimates at completion (EAC/ETC) and analyze cost trends.
  4. Prepare and submit monthly financial status reports (e.g., CFSR, IPMR) to government clients.
  5. Track funding availability, monitor expenditures against contract funding limitations, and initiate funding requests. Create and supervise the development, approval, and issuance of client and internal status reports that proactively support, monitor, and communicate budget, actual status, and forecast costs, labour hours and quantities for your assigned project. Ensure recommendations are provided in conjunction with these reports to provide corrective actions for implementation.
  6. Define and advise your superiors and project team on specific actions to effectively manage cash flow by working with billing departments on AR, subcontractor labor funding, and ensure compliance with FAR/DFARS, and Cost Accounting Standards regulations.
  7. Ensure schedules are updated with actual progress and forecast remaining durations, project milestones, and completion dates as defined in the process. Ensure feedback to estimation is conducted as required.
  8. Ensure the timely assessment of all change management processes, both internal and external, and ensure the required reports, documentation, and tracking has been completed as per the defined process.
  9. Ensure the timely preparation and accuracy of project invoicing together with the Finance Controller.

Required Education & Experience:

  1. Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  2. Ten to fifteen (10-15) years of progressive experience to include a minimum of five (5) years supervisory experience and at least five (5) years extensive experience in a project controls supervision capacity. Shipyard experience preferred.
  3. Proficiency in Microsoft Office Suite (advanced Excel skills- including use of pivot tables, formulas, and import/export features) and experience with financial management systems (e.g. SAP, Oracle), project management techniques (planning, budget control, etc.)
  4. Ability to prioritize assignments, deal with interruptions, and meet deadlines in a fast-paced environment while producing high-quality work.
  5. Ability to obtain a government security clearance (if required).

Working Conditions:

  1. Must possess mobility to work in a standard office setting and use standard office equipment and be able to attend meetings at various sites within and away from the office.
  2. Mobility to climb up and down stairs, as needed.
  3. Strength to lift and carry materials weighing up to 20 pounds.
  4. Vision to read printed materials and a computer screen, including the ability to look at a computer screen for at least eight hours each day.
  5. Hearing and communicating in person and over the telephone.
  6. Regular exposure to all weather conditions, especially hot, humid and / or rainy weather, combined with regular work time indoors in environmentally controlled conditions.
