The Programme Manager is responsible for leading and delivering change programmes across the Enterprise Services portfolio, with primary focus on Oracle HCM Cloud (Core HR, Payroll, Compensation, Performance & Goals, Recruiting, Digital Assistant) and connected HR SaaS. Embedded within the HRIS team and reporting to the Head of Enterprise Services, the Programme Manager partners with the HRIS Service Delivery Manager to plan, govern and execute end-to-end change across HRIS, SaaS solutions, Microsoft 365, end user compute and networking. Core responsibilities include translating strategic priorities and Oracle releases into deliverable plans; managing RAID, budget and programme governance; co-ordinating internal teams and external implementation partners; and reporting progress, risks and benefits to SteerCos and Tech leadership.

 

Some of the great things you’ll be doing: 

  • Integrated Change Plan & Delivery: Accountable for the end-to-end Enterprise Services and HR Information System change plan, encompassing Oracle HCM and connected HR SaaS, SaaS solutions, Microsoft 365, end user compute and networking.

  • Requirements Discovery & Definition: Lead end-to-end requirements capture including business, functional and configuration requirements through discovery workshops, partnering with analysts and implementation partners to translate needs into user stories, acceptance criteria and traceability through to design, build and test.

  • Stakeholder Reporting & Governance: Run governance for Enterprise Services change – SteerCos, working groups, decision logs and stage gates – and provide path-to-green reporting on progress, risks and benefits to HR, Tech, Finance and Exec sponsors.

  • Programme Financial Management: Manage Enterprise Services programme budgets, forecasts and benefits cases; track spend against approved business cases and run change requests through Tech finance and procurement.

  • Implementation & Delivery Partners: Responsible for managing change delivery through internal teams (including HRIS Delivery Partners led by the HRIS Service Delivery Manager) and external implementation partners, ensuring estimates, SOWs, scope, quality and timeliness are effectively governed.

  • Risk, Issue, Defect & Compliance: Maintain a structured RAID for Enterprise Services programmes; ensure delivery meets UK GDPR, payroll and other regulatory controls, escalating to relevant service owners and SteerCo.

  • Capacity Coordination for Change: Sequence programme demand against team and partner capacity – in agreement with the HRIS Service Delivery Manager for HRIS work – protecting BAU service and avoiding clashes with Oracle and other vendor release cycles.

  • Integration & Data Delivery: Drive delivery of integrations and data flows between Oracle HCM, Microsoft 365, Identity, Finance, Talent and other Enterprise Services platforms, ensuring cutover, reconciliation and data quality are planned and signed off.

  • Release-Aware Programme Planning: Align roadmaps with Oracle HCM, Microsoft 365 and other vendor release windows so change is tested and deployed without destabilising live HR, Payroll, collaboration and core infrastructure services.

  • Cross-Functional Delivery & Improvement: Partner with HR, Payroll, Finance, Tech, Data, Risk and Comms on delivery, feeding learnings into the Enterprise Services operating model so future change runs faster.

 

What we’d like to see from you:

  • Programme management experience delivering Oracle HCM Cloud (or comparable enterprise HRIS) change as the primary focus, plus broader Enterprise Services portfolios such as SaaS, Microsoft 365, end user compute and networking, in a complex digital, agile and SaaS quarterly-release environment.

  • Strong working knowledge of HR, Payroll, Compensation, Performance, Recruiting and Talent processes and how they map to Oracle HCM modules and connected HR SaaS, with awareness of Microsoft 365 collaboration, identity, end user compute and core network services.

  • Proven stakeholder influence across HR, Payroll, Finance, Tech and external implementation partners, with a commercial mindset to drive transformational change and benefits realisation across the Enterprise Services portfolio.

  • Methodical planner able to sequence demand, releases and dependencies across HRIS and other Enterprise Services workstreams, prioritising against HRIS Service Delivery and BAU constraints.

  • Ability to co-ordinate a broad range of stakeholders across Tech and Business including HR SteerCo, executive sponsors and external Oracle, Microsoft 365 and infrastructure implementation partners.

  • Proficient in Jira, Confluence and/or other programme management tools, with strong RAID, financial and reporting discipline.

  • Experience working in a regulated industry with UK GDPR, payroll and broader regulatory controls; ability to define and implement risk management frameworks for HR and Enterprise Services data.

Skills Required
