Program/Portfolio Manager 

Project Overview:

The role will focus on overseeing program and portfolio management activities within the delivery department, ensuring efficient IT service delivery and resource management. This is a strategic role requiring deep expertise in financial analysis, resource optimization, and multi-project coordination to align with organizational goals.

Key Responsibilities:

Program & Portfolio Delivery Leadership 

  • Own end-to-end delivery of a large, multi-workstream technical program, acting as the single point of accountability for scope, schedule, quality, and outcomes. 
  • Run the client engagement as a portfolio, managing multiple concurrent projects and workstreams with consistent governance, reporting, and prioritization. 
  • Apply disciplined scope and change management across all workstreams, ensuring changes are assessed, approved, and reflected in schedule, budget, and staffing before execution. 
  • Establish and run program governance, including steering committees, status reporting, RAID logs, and escalation paths, so delivery stays on time and on budget.

Technical Delivery Oversight 

  • This is a senior delivery management role, not a hands-on technical development or engineering role: success depends on the ability to lead, direct, and manage highly technical scope through the technical team. 
  • Provide technical delivery direction across server migrations, cloud transformation, AI-enabled legacy modernization, and DevOps initiatives, translating client business goals into a deliverable technical roadmap for the technical team to execute. 
  • Partner with architects and engineering leads to validate solution approach, sequencing, and risk, staying conversant enough in the technology to challenge and de-risk delivery plans. 
  • Ensure agile, DevOps, CI/CD, and cloud operating practices are applied consistently across teams and aligned to client standards. 

Financial Management & Profitability 

  • Own the program budget: build and manage the financial plan, track actuals against forecast, and report margin and profitability at the account and project level. 
  • Manage commercial levers, including rate cards, utilization, staffing mix, and scope changes, to protect and grow account profitability while delivering client value. 
  • Present financial and delivery performance to internal leadership and client stakeholders with clear, data-backed narratives. 

Resource & Portfolio Management 

  • Own hands-on resource management for the allocated project team, including staffing plans, role coverage, capacity, and utilization across the portfolio. 
  • Balance resourcing across concurrent projects, anticipating gaps and surges, and adjusting the staffing plan as scope and priorities shift. 
  • Manage the performance, growth, and day-to-day direction of the delivery team assigned to the account. 

Global Team & Internal Collaboration 

  • Lead and align delivery teams across India, the US, and other global delivery centers, building one cohesive team with consistent working norms and clear handoffs across time zones. 
  • Partner with internal shared services and Centers of Excellence to bring in the right specialist capability, such as cloud, data, security, AI, and quality engineering, at the right time. 
  • Build a delivery model that blends onshore client presence with global delivery scale, without compromising quality or responsiveness. 

Client & Stakeholder Relationship Management 

  • Serve as the day-to-day senior client contact and trusted advisor, building relationships with client program sponsors, IT leadership, and business stakeholders. 
  • Own client communication, including status updates, executive reporting, and issue and escalation management, keeping delivery, risk, and value visible at every level. 
  • Anticipate client needs and proactively identify opportunities to expand the value Orion delivers on the account. 

Change Management & Governance 

  • Lead organizational and technical change management for the program, ensuring adoption, communication, and readiness activities keep pace with delivery. 
  • Maintain a disciplined risk and issue management process, escalating early and driving resolution with client and internal stakeholders. 

Sales, Presales & Account Growth 

  • Partner closely with sales and presales on new proposals and statements of work, reviewing solutions for delivery feasibility, staffing model, and risk before they reach the client. 
  • Contribute delivery and technical input into new solution design, ensuring what is proposed can be built, staffed, and delivered as committed. 
  • Use delivery credibility with the client to help identify and shape new opportunities that grow the account. 

Talent Acquisition & Procurement 

  • Initiate and own timely hiring and procurement of resources for the program, from defining requirements through interviewing and final hiring decisions. 
  • Partner with procurement and vendor management on any subcontracted or augmented resources, ensuring the team is fully staffed to meet delivery commitments. 

Qualifications & Experience 

  • 12+ years in technology delivery and program or project management, including 5+ years leading large-scale technical programs for enterprise clients, ideally in utilities, energy, or another regulated, infrastructure-heavy industry. 
  • Proven experience delivering technical programs involving server or infrastructure migration, cloud transformation, legacy modernization (AI-enabled modernization a strong plus), and DevOps. 
  • Track record owning program financials: budgeting, forecasting, margin management, and profitability reporting. 
  • Experience managing globally distributed delivery teams across India, the US, and other regions. 
  • Experience running a client account as a portfolio of multiple concurrent projects, not a single program. 
  • Demonstrated experience partnering with sales and presales on solutioning and proposal reviews. 
  • Experience working with internal shared services or Centers of Excellence teams within a technology consulting or systems integration firm. 

Technical Background 

  • Strong working knowledge of cloud platforms (Azure, AWS, and/or GCP), infrastructure and server migration approaches, DevOps toolchains (CI/CD, infrastructure as code), and modern application and legacy modernization approaches, including AI-enabled modernization. 
  • Comfortable engaging directly with architects and engineers on solution design, technical risk, and delivery approach, not purely a process-focused program manager, while directing and managing that technical work rather than performing it hands-on. 

Preferred Certifications 

  • PMP, PgMP, or PMI-ACP 
  • SAFe Agilist or SAFe Program Consultant 
  • ITIL Foundation 
  • Cloud certification (Azure, AWS, or GCP) at associate level or higher 

Education 

  • Bachelor's degree in computer science, engineering, information technology, or a related field; equivalent experience considered. An MBA or advanced degree is a plus. 

Location & Travel 

  • This is a Columbus, Ohio based role. The Client Delivery Partner is expected to work onsite at the client location five days a week. 
  • Based in or willing to relocate to Columbus, Ohio. Occasional travel to other client and delivery locations may be required.
