BAE Systems seeks an experienced Program Manager (PM) to lead, provide management oversight, transition an existing contract, and perform duties consistent with project management for an Intelligence Community open source, single award, IDIQ contract. The PM will implement effective contract and program management to provide for total contract administration, process visibility, and control of resources. The PM will manage and oversee Task Order (TO) performance and provide oversight of all technical and operational functions, planning, organization, and control of resources to complete all contract deliverables and services. This position requires the candidate to have an active Security Clearance with Polygraph; THERE IS NO EXCEPTION TO THIS REQUIREMENT
The PM will also be responsible for management oversight, transition planning, and performing
duties consistent with project management. Duties include:
- Ensure sufficient qualified staffing to achieve timely and successful completion of TO efforts
- Ensure the compliance and completion of account access requirements in support of Customer resources (systems) for personnel as specified in the TO
- Be the primary point of contact for communications with the Customer's Contracting Officer's Technical Representative for contract, cost, schedule, and performance, and be available to provide statuses upon request of the Customer
- Ensure responsibility for the performance of work, to include assisting as needed
- Monitor, control, and mitigate contract and program risks in line with Customer requirements and reporting needs
- Provide for effective use of Contractor resources and avoid unnecessary management and overhead functions
- Prepare, schedule, and present required reports and reviews
- Implement appropriate corrective actions to resolve issues, identify risks and provide mitigation strategies, and create/maintain a program Risk Register
- Plan and execute an incoming program transition from the incumbent contractor
- Perform other duties consistent with effective and efficient program management
- Draft a Program Management Plan (PMP) describing how the program will be successfully managed
- Draft a Quality Control Plan to address planning, managing, and controlling quality
- Be adept at preparing and presenting program management reviews (PMRs)
- Create and maintain a subscription inventory of purchased subscriptions and additional subscription related information as request by Customer
Required Education, Experience, & Skills
- 10 years of related work experience
- 5 years of PM experience
- Bachelor's degree
- Ability to staff a task order with qualified personnel to achieve timely completion of efforts
- Experience managing a dispersed Linguist/Exploitation workforce (CONUS)
- Ensure personnel have account accesses to systems and tools
- Communicate effectively and timely with the Customer
- Control costs and communicate status to the Customer
- Mitigate contract and program risks in line with Sponsor requirements
- Proficiency with Microsoft Teams, Excel, Word, and PowerPoint
- Excellent written and oral communication skills, especially within a virtual environment
Preferred Education, Experience, & Skills
- Experience supporting the Intelligence Community, especially with open source products
Pay Information
Full-Time Salary Range: $149603 - $254317

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
