Job Description

Responsibilities: 

The Program Manager (PgM) will provide primary oversight, direction, administration, quality assurance, and leadership for all orders issued under this BPA. The PgM will have full authority to act on behalf of i360 in all contract matters related to daily operations. The PgM will maintain the progress and productive mutual interaction among various parties in a manner that reduces the overall risk of program and project failure. The PgM will have the ability to adapt to various internal procedures and form close links with nominated client representatives to ensure that key issues of cost, time, quality, and client satisfaction are realized. The PgM is responsible for initiating immediate corrective action when performance is not acceptable to the government.

Qualifications

 

  • 10+ years of experience with IT software development projects
  • 5+ years hands-on experience providing program management support to the Federal government with experience managing financial/accounting projects
  • Demonstrated experience managing large BPA or IDIQ contracts issued by the Federal Government.
  • Demonstrated written and verbal communication skills, including experience in presenting material to senior Government officials.
  • Demonstrated experience ensuring consistent practices and coordination among call orders and work being conducted within a call order. This includes management and oversight of all project management plans, configuration management plans, and other project, system-level or subsidiary planning.
  • Demonstrated experience coordinating activities across systems within and among awarded call orders (e.g. end-to-end integrated testing, peak period performance testing, etc.
  • Demonstrated experience managing manpower utilization, procurement, problem resolution, and employee relations.
  • Demonstrated experience managing sub-contractors to ensure access to resources, timely administration /invoicing, and problem resolution.
  • Demonstrated experience maintaining program schedules and ensuring deliverables are completed according to Government requirements.
  • Demonstrated experience maturing IT development and support programs preferably related to financial IT systems.
  • Demonstrated ability to provide good recommendations, decisions, and leadership to address challenges and risks, particularly those across system/projects/tasks to balance competing objectives.
  • Demonstrated ability to achieve maintenance and stabilization goals for mature systems in production operations.
  • Demonstrated experience identifying and balancing resources among and within call orders to ensure the most efficient staffing required to meet PBGC’s goals.
  • Demonstrated experience in the preparation and monitoring of a quality assurance plan to ensure services and deliverables for the contract meet the highest level of quality.
