Position Summary:
The Program Manager will deliver high-level program management, strategic planning, and stakeholder engagement expertise for a critical program. This role serves as the primary liaison with government contracting personnel, ensuring that all tasks are executed seamlessly, on schedule, and within budget. The Program Manager will manage a large-scale contract, providing leadership, oversight, and guidance to a team of professionals and acting as the single point of contact for contractual matters.
Primary Responsibilities:
- Provide subject matter expertise, strategic guidance, and oversight for program activities, ensuring adherence to requirements, objectives, and timelines.
- Serve as the main contact for Contracting Officers, Representatives, and other key stakeholders, coordinating communication and program execution.
- Lead comprehensive evaluations, strategic planning, and analysis to identify solutions for mission-critical challenges.
- Collaborate with clients to define needs and develop actionable solutions.
- Oversee project teams and individual task leads, set objectives, assign tasks, manage budgets, and meet program goals.
- Maintain detailed records and provide programmatic reporting to stakeholders, documenting milestones, deliverables, and program status updates.
- Perform contract cost forecasting and financial oversight, responding to government inquiries about cost estimates, variances, and budget status.
- Develop and implement program plans and processes, supporting diverse technical, administrative, and programmatic functions.
- Address project-related issues, facilitating communication and timely responses to stakeholder needs.
- Remain accessible during business hours for government consultations and promptly respond to technical concerns as they arise.
- Demonstrate strong oral and written communication skills with senior management.
- Exhibit a successful track record of supervising employees across various labor categories and skills, similar in scope to this program.
- Stay current with industry standards and best practices.
Skills and Qualifications:
- Exceptional leadership, time management, facilitation, and organizational skills.
- Proficient in providing strategic advice, technical guidance, contract cost forecasting, and program analysis.
- Strong knowledge of change management principles and performance evaluation processes.
- Ability to articulate new concepts through written and verbal communication, adapt them in evolving environments, and solve complex problems at the task or project level.
- Demonstrated initiative, strong work ethic, and the ability to work effectively with engineering teams.
- Clear communication to document, develop, and present technical issues across the organization.
- Proficiency in documentation, presentation, and computer skills.
- Ability to adapt quickly to changing environments and learn new technologies, including software and hardware.
- Strong analytical and problem-solving skills for design, creation, and testing.
- Ability to multitask and manage multiple priorities effectively.
- Excellent teamwork and interpersonal skills.
Required Education and Experience:
- Master’s degree in Communications or a relevant field.
- Minimum of ten (10) years of progressive Program Management experience in a fast-paced, high-volume environment within the federal support services contracting industry.
- Experience in managing a Federal program exceeding $50 million.
Preferred Experience:
- Experience with cybersecurity, infrastructure security, and government agency project management.
- Background working on programs supporting critical infrastructure and national policy initiatives.
Certification Requirements:
- PMP Certification
Clearance Requirements:
- Must be a US Citizen
- Active Top-Secret clearance, with eligibility for Sensitive Compartmented Information (TS-SCI).
