Black Canyon Consulting (BCC) is a premium provider for life sciences, project and program management. We are searching for a Program Manager to support our work with a renowned federal agency where you will help drive modernization in one of the world’s largest data repositories.
We are looking for full-time candidates currently residing in the United States. This position is available for remote work.
Position Description
As the Program Manager you will play a vital role in the success of the IT/Product Modernization for one of the largest public repositories of high throughput data sequencing. In this role, you will work to drive solutions across the initiative for architectures and technical baselines for differentiating capabilities. You will use your background in road mapping and modernization to create and maintain business solutions using your expertise in Agile methodology to ensure product goals are maintaining a high velocity while managing the project budget.

Roles & Responsibilities
- You will oversee and ensure adherence to cost, schedule, and technical performance metrics within the IT/Product Modernization initiative, which involves meticulous planning, monitoring, and adjustment to meet program objectives
- Develop a comprehensive initiative roadmap outlining key milestones and deliverables for the whole duration of the initiative
- Manage the product roadmap to ensure successful product delivery
- Ensure alignment of the roadmap with strategic business objectives
- Develop a staffing plan to ensure the initiative is adequately resourced
- Plan for acquisition of necessary resources using available contracting vehicles
- Maintain detailed initiative release plan for the next 2-4 quarters
- Coordinate sub-teams release plans to ensure smooth execution
- Oversee the planning for implementation and delivery phases
- Ensure that delivery timelines and budget targets are met
Education and Experience
- 8+ years experience in software and system architecture
- 8+ years experience with Jira, agile, and waterfall methodology
- Proven track record of participating in the implementation of multiple cloud applications, preferably for highly available and fault-tolerant enterprise software deployments
- Possess exceptional problem-solving skills, strong written and verbal communication skills, and attention to detail
- Experience leading and developing KPIs, executive reporting, and stakeholder management
- Experience with Microsoft Excel and PowerPoint
- Familiarity with Agile Development and DevSecOps (DSO)
- Bachelor's degree in relevant field; advanced degree desired
- Qualified candidates will have a combination of these certifications:
- Project Management Professional (PMP)
- Certified Agile Project Manager (CAPM)
- SAFe Agilist (SA)
- SAFe Advanced Scrum Master (SASM)

We offer a competitive salary commensurate with experience and location. The targeted range for this position is $150,000 - $185,000.
