The Program Manager will serve as the senior contractor leader accountable for successful execution of the nationwide Department of Veterans Affairs (VA) Transition Assistance Program (TAP), including service delivery across more than 300 installations and oversight of a geographically dispersed Benefits Advisor workforce of approximately 250-280 personnel. The Program Manager will provide executive leadership across operations, curriculum, training, analytics, modernization, quality, staffing, cost, schedule, risk, and Government stakeholder coordination.  

The VA Transition Assistance Program (TAP) helps transitioning Service members and their families understand and access the VA benefits, services, and resources available to them as they transition from military to civilian life. VA delivers TAP services at more than 300 military installations across the Continental United States (CONUS) and areas Outside the Continental United States (OCONUS) through a network of Benefits Advisors, supported by standardized curriculum, training, program operations, and performance management. The program is part of the broader interagency Transition Assistance Program delivered in partnership with the Department of War, Department of Labor, and other Federal agencies. 


Please note that this position is contingent upon award (estimated December 2026). We expect this role to be remote, but periodic travel may be required to support program activities, customer meetings, and operations at U.S. and overseas locations. Travel frequency will vary based on program needs. 

Primary Responsibilities:

  • Provide executive responsibility for nationwide and OCONUS TAP service delivery across 300+ installations and a Benefits Advisor workforce of approximately 250-280 personnel. 
  • Provide overall leadership and accountability for program performance, staffing, schedule, cost, quality, risk, and contract compliance. 
  • Lead the management structure and geographically dispersed workforce required to maintain staffing, coverage, and operational continuity across CONUS and OCONUS locations. 
  • Serve as the senior contractor point of contact with VA leadership, the Contracting Officer's Representative (COR), Government Program Managers, and Federal and Department of War (DoW) stakeholders. 
  • Develop, implement, and maintain the Project Management Plan and associated management processes. 
  • Oversee TAP field operations, curriculum development and sustainment, workforce training, strategic planning, data analytics, program evaluation, and modernization activities. 
  • Own contractor quality management, including implementation of the Quality Control Plan, monitoring performance against the Government's Quality Assurance Surveillance Plan (QASP), and ensuring timely corrective action when performance falls below standards. 
  • Oversee Service Contract Act (SCA) workforce and contract requirements. 
  • Manage program risks, issues, corrective actions, staffing requirements, and performance improvement activities. 
  • Oversee contract cost controls, travel, Other Direct Costs (ODCs), and resource utilization. 
  • Ensure effective knowledge management and reporting processes support scheduling, staffing, curriculum, analytics, planning, performance reporting, and rapid Government data calls. 
  • Ensure timely, accurate delivery of weekly, monthly, quarterly, and ad hoc reports and executive briefings. 
  • Maintain effective communications with senior Government stakeholders and partner organizations and ensure coordinated execution across all program workstreams. 

Minimum Requirements:

  • Bachelor's degree. 
  • Minimum of 12 years of program/project management experience. 
  • Candidate must possess and maintain a Project Management Professional (PMP) certification or equivalent industry-recognized project management certification, OR demonstrate progressive program management experience showing growth in the scope, scale, and complexity of programs managed. 
  • At least 5 years of relevant experience managing large-scale, geographically dispersed program operations comparable in scope and complexity to a nationwide Federal service-delivery program. 
  • At least 5 years of demonstrated experience leading teams and managing programs of national scope within the Federal Government or Department of War. 
  • Demonstrated experience managing and controlling Service Contract Act contracts. 
  • Familiarity with applicable Status of Forces Agreement (SOFA) programs, requirements, and systems. 
  • Proven experience engaging senior-level Government or agency stakeholders to foster collaboration and strategic alignment. 
  • Demonstrated ability to manage large, geographically dispersed operations. 
  • Strong executive communication, organizational, leadership, and problem-solving skills. 

Preferred Qualifications:

  • Experience managing Federal programs with significant OCONUS operations. 
  • Experience navigating SOFA and host-nation labor requirements, particularly in Japan, Republic of Korea, Germany, Italy, Spain, and/or the United Kingdom. 
  • Experience supporting VA, DoW, military transition, Veteran services, or similarly complex Federal programs.
