Threat Tec is seeking an experienced Program Manager to support the Robotic Logistics Support Services contract. The Program Manager will provide comprehensive program management, acquisition, systems engineering, test and evaluation, and integrated logistics support for robotic systems and associated subsystems.

The successful candidate will work closely with Government program leadership, technical stakeholders, Integrated Product Teams, and contractor personnel to support program execution, long-range planning, acquisition documentation, lifecycle sustainment, and informed decision-making.

Primary Responsibilities

    • Serve as the principal contractor representative responsible for the management, coordination, and execution of program requirements.
    • Plan, organize, and oversee contract activities to ensure technical, schedule, cost, quality, and performance objectives are achieved.
    • Conduct feasibility studies and cost-benefit analyses using Government-approved Systems of Record data for applicable robotic systems and subsystems.
    • Analyze program data and provide findings, recommendations, and courses of action to Government stakeholders.
    • Provide input into draft programmatic and acquisition documentation in accordance with applicable Department of Defense acquisition policies, including DoD 5000-series guidance.
    • Support the development, coordination, and maintenance of acquisition and milestone documentation, including:
      • Acquisition Strategies
      • Acquisition Plans
      • Test and Evaluation Master Plans
      • Integrated Master Schedules
      • Systems Engineering Plans
      • Lifecycle Sustainment Plans
      • Provide recommendations concerning the acquisition, modification, modernization, or upgrade of robotic systems and associated subsystems.
      • Evaluate proposed system changes with consideration for:
        • Long-range program planning
        • Operational effectiveness
        • Safety and risk
        • Cost effectiveness
        • Environmental impacts
        • Integrated Logistics Support
        • Lifecycle sustainment
        • Coordinate program management activities across engineering, logistics, testing, acquisition, operations, and sustainment functional areas.
        • Support the planning and execution of test and evaluation activities, technical reviews, program reviews, and other key functional events.
        • Provide administrative and coordination support for:
          • Test and evaluation meetings
          • Program management reviews
          • Integrated Product Team meetings
          • Technical working groups
          • Government and contractor teleconferences
          • Quality and performance-related reviews
          • Develop meeting agendas, briefing materials, decision papers, action-item trackers, meeting minutes, and follow-up documentation.
          • Maintain and monitor the Integrated Master Schedule, program milestones, deliverables, risks, issues, dependencies, and corrective actions.
          • Identify programmatic, technical, schedule, cost, and sustainment risks and recommend appropriate mitigation strategies.
          • Ensure contract deliverables are accurate, complete, timely, and compliant with Government requirements.
          • Provide routine program status updates, reports, briefings, and recommendations to Government and Threat Tec leadership.
          • Coordinate personnel, resources, subcontractors, and technical activities necessary to successfully execute contract requirements.
          • Ensure effective communication and collaboration among Government customers, contractor personnel, vendors, and other program stakeholders.

Required Qualifications

    • Bachelor’s degree in business administration, program management, engineering, logistics, acquisition management, systems management, or a related field.
    • Minimum of 5 years of progressively responsible experience supporting Department of Defense programs, acquisition activities, logistics programs, engineering programs, or complex technical contracts.
    • Demonstrated experience managing Government contracts or major task orders involving multiple technical and functional disciplines.
    • Experience supporting DoD acquisition lifecycle activities and milestone documentation.
    • Working knowledge of DoD 5000-series acquisition policies and processes.
    • Experience developing or contributing to acquisition strategies, acquisition plans, test and evaluation plans, integrated master schedules, systems engineering plans, or lifecycle sustainment plans.
    • Experience conducting feasibility studies, business-case analyses, cost-benefit analyses, or programmatic assessments.
    • Knowledge of Integrated Logistics Support and product-support planning principles.
    • Experience coordinating Integrated Product Teams, technical reviews, test events, program management reviews, and senior-level meetings.
    • Ability to analyze complex technical and programmatic information and communicate clear recommendations to Government leadership.
    • Strong organizational, leadership, analytical, written communication, and briefing skills.
    • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Project, and Teams.
    • Ability to obtain and maintain an active Secret clearance required for the position.

Preferred Qualifications

    • Project Management Professional certification.
    • Defense Acquisition Workforce Improvement Act, Defense Acquisition University, or equivalent acquisition-management training.
    • Experience supporting military robotic systems, unmanned ground systems, autonomous systems, tactical vehicles, or related technologies.
    • Experience supporting Army, Marine Corps, Special Operations, or other Department of Defense robotics programs.
    • Familiarity with Systems of Record, configuration management, systems engineering, test and evaluation, and lifecycle sustainment processes.
    • Experience managing cost, schedule, performance, risk, personnel, and deliverables under a performance-based Government contract.
    • Prior military, Government civilian, or defense-contracting experience.
