Torch Technologies is seeking a Program Manager, Senior with knowledge and experience in Department of War Instructions (DoWI) 5000.75 and 5000.02 to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division at Randolph AFB, TX. The candidate shall . Capabilities include the use of specialists and/or consultants who will provide expert support to the customer’s mission requirements. Essential support for the Government involves user understanding and engagement along with strategic planning capabilities, including support provided to the HR Systems Division for strategic and enterprise planning activities. Capabilities also include: providing consulting and executive support to defense/Government programs and personnel; providing executive knowledge and insight on Governmental issues; performing analysis and developing recommendations that may have substantial impact on Governmental programs, processes and activities; and providing key insight into Governmental plans, policies, processes, management strategies and systems acquisition. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.
As a Program Manager, Senior your duties include, but are not limited to:
Provide the expertise and support associated with existing legacy (sustainment) programs and new acquisition programs. Capabilities include the use of specialists and/or consultants who will provide expert support to the customer’s mission requirements. Essential support for the Government involves user understanding and engagement along with strategic planning capabilities, including support provided to the HR Systems Division for strategic and enterprise planning activities. Capabilities also include:
Providing consulting and executive support to defense/Government programs and personnel.
Providing executive knowledge and insight on Governmental issues.
Performing analysis and developing recommendations that may have substantial impact on Governmental programs, processes and activities; and,
Providing key insight into Governmental plans, policies, processes, management strategies and systems acquisition.
This support will stay in contact with several organizations to include the US Space Command, A1 Digital Transformation Activity, Air Force Personnel Center, SAF/AQ, SAF/FM, SAF/US (M), HAF/A1, HAF/CVA, HAF/RES, USecAF, and SECAF that are looking at the way forward for a combined Personnel and Pay System and will provide recommendations where programs may fit for subsuming, interfacing and enhancing the core capabilities. This capability will aid the HR Systems Division in assigning realistic program milestones, prioritizing future activities, and identifying the proper funding needed to achieve the Division's present and future objectives.
Provide support that aids the Government PM in the development of acquisition strategies associated efforts with the deployment of systems across the Air Force.
Identify and advise on acquisition strategies following principles outlined in both DoW 5001, the Business Capabilities Lifecycle and Performance Based Service contracts.
Outline policy disconnects, policy interpretation, and management of all acquisition efforts.
Advise the PM on best practice PM principles to achieve substantial process improvements, efficiencies, and potential cost avoidance.
Analyze acquisition issues and develops risk reduction and mitigation approaches for improving program planning, control, and execution.
Advise on responses to governance and MDA requirements, Higher Headquarters (HHQ) engagements, and other oversight required to support the acquisition process; and,
Identify programmatic issues and develop recommendations to facilitate issue resolution as well as support the GBH PMs, Section, Branch and Division leadership in the day-to-day management of the programs by expertly creating Integrated Master Schedules including all the interdependencies of new acquisition programs with existing HR Systems’ legacy (sustainment) programs.
Required Qualifications:
U.S. Citizenship
Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW. OR
Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW. OR
15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoW.
Utilization of DoWI 5000.75 to acquire and sustain the development of software applications
Knowledge and/or experience managing Agile Software Development Methodology projects.
Knowledge and/or experience using Agile tools (JIRA, Confluence, etc.).
Must have and maintain a Secret security clearance.
Preferred Qualifications:
Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook, etc.), expert attention-to-detail & highly organized.
Knowledge and/or experience with Oracle-based IT systems.
Knowledge and/or experience with Air Force Human Resources and Payroll systems.
CompTIA Security + Certification
PMP or DAWIA Program Management Certifications
