BAE Systems is hiring a Program Manager (PM) for our Combat Mission Systems (CMS) business in York, PA.
The Program Manager will be responsible for managing and delivering on time and within cost on our Armored Multi-Purpose Vehicle (AMPV) Production program.
This position is full-time at our manufacturing site in York, PA and reports directly to the AMPV Program Manager.
Location/Schedule/Travel:
  • This role is based out of York, PA
  • The role works a 9/80 schedule where you will have every other Friday off
  • Up to 25% travel

This Program Manager II is accountable for all aspects of the US Army AMPV Production including the following:
Responsible for completion of deliverables and on-time delivery, specifically vehicle deliveries (DD250)
Managing the program to achieve cost/profitability, schedule, and technical performance objectives with a high level of customer satisfaction
Establishing program direction and indirect management for the matrixed team executing the scope (Engineering, Quality, Operations, Supply Chain, Manufacturing, Contracts, Finance and/or others)
Effectively managing program complexities including multiple production elements and locations
Proactively planning for activities on current and future contracts
Actively and effectively managing risks and opportunities
Making timely decisions with sound judgment while complying with policies and procedures
Continuously improving program performance including capturing, evaluating, and sharing lessons learned
Effectively presenting program status and proposals to Customers and Senior Management
Developing program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
Attract, motivate, and lead teams, from multiple sites and/or cultures, including industry partners and suppliers
Lead and inspire diverse teams in a high tempo environment
The Program Manager will:
Lead AMPV program's organization, planning, program management, and change management according to BAE life cycle management (LCM) and Business Management System (BMS) processes
Act as primary point of contact between BAE Systems and the customer, suppliers, and key customer stakeholders; this includes working across time zones
Work across functional lines to meet the program objectives
Develop and present program status at program and technical reviews with customers and at Program Performance Reviews (PPRs) with various levels of the BAE Systems organization as required (Product Line, Business Unit, Sector, and Inc.)
Make decisions to deliver cost-effective solutions to the company and ensure assigned projects meet financial commitments for orders, sales, profit, and cash, while managing to an appropriate level of risk
Lead or participate in the creation of new business/follow-on business strategies and in the development of strategic and financial plans
Identify and assess performance gaps to customer expectations or program objectives, develop and initiate improvement plans to close the gaps, and utilize metrics to verify performance to plan
Responsible and accountable to Product Line Management for program execution, profitability, timeliness, and overall success
Required Education, Experience, & Skills
  • Bachelor's Degree and 10+ years of work experience or equivalent education/experience
  • Experience in Program/Project Management with broad and deep understanding of project management methodologies, toolsets, process, and governance for Production contracts
  • Experience in People Management/Leadership with the ability to lead, mentor, coach, and develop diverse teams
  • Experience in Aerospace & Defense or related low volume, high complexity environment
  • Experience in Program Scope Management and Cost Estimating, including estimate to complete/estimate at completion (ETC/EAC) processes
  • Proven track record of effectively managing program complexities and structuring activities in times of ambiguity
  • Develop and implement effective program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
  • Analyze complex challenges and develop streamlined solutions that drives performance improvement and resource optimization
  • Achieve program objectives using a team-based approach that demonstrates the value of each team member
  • Navigate cultural differences to understand unique customer customs, expectations, values, and priorities
  • Negotiate and influence internal and external stakeholders
  • Highly adaptable with a high degree of initiative and proactivity
  • Customer focus and relationship building skills
  • Strong communication skills

Preferred Education, Experience, & Skills
  • Association with organizations for project management (e.g. Project Management Professional (PMP) Certification or similar).
  • Broad knowledge of Finance, Operations, Manufacturing, Program/Project Management in a Fixed-Price Environment.
  • Experience in Lifecycle Management (LCM)
  • Experience in Operational Excellence and Execution
  • Experience in Combat Vehicles development, qualification, production, and/or sustainment programs
  • Experience in the application of Earned Value Management System, Master Planning Techniques (IMP/IMS), and Subcontract Management
  • Experience with US Army Programs management.
  • Knowledge of Military Operations and Government Procurement System.
  • Bachelor's degree in engineering or technical field
  • Graduate Degree in Business (MBA)

Pay Information
Full-Time Salary Range: $133333 - $226667
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
