Program Manager II, AMPV Production

Job Description
BAE Systems is hiring a Program Manager (PM) for our Combat Mission Systems (CMS) business. This Program Manager II will be responsible for managing and delivering scope on our Armored Multi-Purpose Vehicle (AMPV) Production program. The role reports directly to the AMPV Program Manager. This position will focus on various areas of production where you will work with a cross-functional team to ensure the program meets schedule, operates within budget, and at the expected level of quality.
Location/Schedule/Travel:

• This position will be based in York, Pennsylvania or Sterling Heights, MI.
• The role works on a 9/80 schedule where you will have every other Friday off
• This position will involve 25% of travel, based on business needs.

Program Manager II will be responsible for:

• Managing scope to achieve cost/profitability, schedule, and technical performance objectives
• Establishing and leading the matrixed team delivering the scope (engineering, quality, operations, supply chain, manufacturing, and/or others)
• Monitoring and controlling activities on current contracts including disciplined, effective change management
• Leading AMPV program's organization, planning, program management, and change management according to BAE Systems' Life Cycle Management (LCM) and Business Management System (BMS) processes
• Actively and effectively managing risks and opportunities
• Making timely decisions with sound judgment while complying with policies and procedures
• Continuously improving program performance including capturing, evaluating, and sharing lessons learned
• Meeting financial commitments for orders, sales, profit and cash flow
• Developing and executing program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
• Managing, understanding, and communicating program Earned Value Management metrics and processes
• Leading the development of capture plans and preparation of proposals in response to various customer requests
• Attract, motivate, and lead teams, from multiple sites and/or cultures, including industry partners and suppliers
• Lead and inspire diverse teams in a high tempo environment

Required Education, Experience, & Skills

• Bachelor's Degree and 10 years of experience or equivalent experience
• Experience with some but not all aspects of program management including schedule, estimating, cost estimating, earned value management, production planning, and proposal/capture management.
• Experience in People Management/Leadership, leading and managing multi-disciplined project teams
• Experience in Program Scope Management and Cost Estimating, including Estimate to Complete (ETC) and Estimate at Completion (EAC) processes
• Ability to support new business capture, including proposal and ECP incorporation
• Ability to build strong relationships and effectively communicate (verbally and in writing) at all levels within the customer community
• Ability to attract, motivate, lead, and inspire diverse teams
• Demonstrated excellent communications skills, both oral and written
• Demonstrated ability to act independently within established guidelines.
• Experience in managing technical baseline and contract changes.
• Demonstrated ability to engage cross-functional teams to understand program requirements and deliver required products on time.
• Demonstrated ability to work with personnel in the following areas to plan and execute programs: contracts, engineering, finance, facilities, logistics, material planning, supply chain, quality, and USG agencies including DCMA, US Army, and Program Management - Mounted Armored Vehicles (PM MAV).
• Ability to prioritize, multi-task, and delegate.
• Highly proficient with Microsoft suite, excellent written and verbal skill, proficient communicator, and problem-solving skills.

Preferred Education, Experience, & Skills

• Association with organizations for project management (e.g. Project Management Professional (PMP) Certification or similar).
• Broad knowledge of Finance, Operations, Manufacturing, Program/Project Management, and General Management.
• Experience in Combat Vehicles development, qualification, production, and/or sustainment programs a plus
• Experience in the application of Earned Value Management System, Master Planning Techniques (IMP/IMS), and Subcontract Management
• Experience with US Army Programs management.
• Knowledge of Military Operations and Government Procurement System.
• Bachelor's degree in engineering or technical field a plus
• Graduate Degree in Business (MBA) a plus

Pay Information
Full-Time Salary Range: $136000 - $231200

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
