Under the direction of the HIV Program Administrator, the Program Manager I – HIV Programs is responsible for coordinating, implementing, and monitoring outreach initiatives, client enrollment, program utilization, retention activities, and quality management requirements for the HRSA PrEP HIV Prevention Project, the DHSP HIV Prevention Biomedical PrEP/PEP Services Program, and the HOPWA Program. This position supports the achievement of annual program goals by assisting with outreach, enrollment, retention, reporting, and program operations.
The Program Manager I provides day-to-day guidance and support to program staff, helping ensure effective client engagement and access to services. The Program Manager I works closely with the HIV Program Administrator to implement program activities, monitor performance measures, and support compliance with grant and contractual requirements. The Program Manager I is expected to participate in outreach events and community engagement activities that support client recruitment and retention.

To perform effectively in this position, the employee must have:
1. A Bachelor’s degree in Public Health, Business Administration, Health Administration, or a related field is required.
2. A Master's degree in Public Health or a related field is preferred.
3. At least (2) years’ experience in health education/chronic disease is preferred.
4. Must maintain a current Cardiopulmonary Resuscitation (CPR) certification in compliance with corporate CPR policy.
5. Must have a pleasant, patient-oriented attitude and a professional appearance.
6. Thorough working knowledge of business English, spelling, punctuation, and contemporary general office practices and procedures.
7. Math skills sufficient to prepare routine spreadsheets, population-based statistics, and reports.
8. Excellent leadership skills.
9. Ability to supervise three (3) or more employees.
10. Computer skills in Microsoft Office programs (Word, Excel, etc.), web-based database systems, such as Eccovia, e2LA, and REDCap; electronic health records; and i2i Tracks.
11. Effective verbal and written communication skills to communicate clearly and efficiently with patients, staff, and others.
12. Efficient oral and written communication skills, including public speaking experience, are preferred.
13. Efficient work organization skills.
14. Ability to work effectively as a team player.
15. Ability to be flexible and work in a changing environment.
16. Sensitivity to the different cultures represented among staff members.
17. Demonstrated ability to listen and communicate with others in a professional and caring manner, including sensitivity to individuals from diverse cultures and lifestyles.

19. Fluency in English (speaks, reads, and writes) is required.
20. Fluency in Spanish (speaks, translates, reads, and writes) is required.
21. Ability to identify problems and make routine recommendations under the HIV Programs Administrator's supervision.
22. Ability to maintain absolute confidentiality about healthcare and other patient/client/staff information.
23. Current California driver’s license, appropriate insurance coverage, and a driving record acceptable to the NEVHC’s insurance carrier (if required to drive on the job).
