Program Manager – Washington, D.C.
Keystone Advisors is an independent Certified Public Accounting firm providing Audit, Accounting, and Advisory Services in the areas of financial and administrative management, organizational and business improvement, program management support, budget support, financial analytical services and reconciliation, technology management and staff augmentation in Chicago, Washington, DC, Alexandria, VA, and other metropolitan areas.
Keystone is looking for a Program Manager to join our team in the Washington, DC metro area to support the Federal Bureau of Investigation (FBI) Language Services Section (LSS).
The Program Manager Must have an active Top-Secret Security Clearance.
The Program Manager will manage or direct activities by the contracted workforce and shall assist in a line-capacity in managing or directing cross-organizational contractor support for one or more programs in the support of the organization. Assist with assessing, managing, and eliminating risk related to program schedule and performance. Provide a full range of supervisory responsibilities, to include, but not limited to assignment of work, setting priorities, coaching, evaluating individual and organizational performance, and training. Project short/long term strategic planning and prepares justifications to support resource requirements.
Work Description:

  • Identifies rules, principles, or relationships that explain facts, data, or other information, and draws logical conclusions. Analyzes and provides solutions to complex problems.
  • Ability to apply systems acquisition processes, policies, procedures, and practices necessary to

develop and assess technical and economic feasibility, including cost, schedule, and performance.

  • Ability to research, plan, coordinate, and brief actions in support of leadership’s goal, objectives, and vision.
  • Ability to work with and across executive staffs, joint staffs, commands, and agencies.
  • Providing data-driven metrics and analysis to support decision-making for the organization.
  • Employs all aspects of quality project management, including risk management, scheduling and cost control, quality assurance, change management and resource management.


Program Manager Qualifications:

  • Bachelor’s degree from an accredited university or college
  • Minimum of twelve (12) years of complex program management experience in Government programs, projects and/or activities. (Educational requirement may be waived if the candidate has fifteen (15) or more years of experience).
  • Twelve (12) years or more of managing all facets of program management (budget, schedule, procurement, quality, and risk) for various complex types of projects.
  • Ten (10) years or more experience leading, managing, and strategic planning for an organization, as well as collaborating with agency program executes to meet agency objectives.
  • Ten (10) years or more experience providing written and oral reports to executive management, customers and stakeholders regrading progress of projects.
