Position: Program Associate, Sudan

Reports to: Country Manager, Sudan

Scope:  CIPE is seeking a full-time Program Associate that assists the implementation of CIPE programs that advance private-sector development, promote market-oriented reforms, and strengthen democratic governance in Sudan
This role is ideal for a highly organized, detail-oriented professional with strong administrative and financial skills who is committed to CIPE’s mission to Advance Economic Freedoms, Expand Opportunity, and Strengthen Economic Resilience and Democracies.
Reporting to the Sudan Country Manager and working closely with the Program Manager & teams in the Africa Regional Hub, the Program Associate provides operational, administrative, and financial support across all aspects of the program cycle from planning and budgeting to monitoring and reporting in Sudan program. The position ensures smooth coordination between programmatic and operational functions, accurate expenditure tracking, and timely collection and recording of monitoring data in line with CIPE’s standards and donor requirements.
This position is a remote position based in Uganda, Kampala and fully functionally supported by the Regional Hub Office based in Lagos, Nigeria. The position would occasionally require travel throughout the country and region, and on some occasions outside the region.
Responsibilities
Program Coordination and Implementation

  • Assist the Program Manager and Country Manager in the day-to-day coordination and execution of CIPE Sudan program.
  • Support the preparation of work plans, procurement requests, and implementation schedules.
  • Liaise with partners, consultants, and service providers to facilitate timely delivery of activities.
  • Support the preparation of narrative reports, case studies, and success stories for donor submission and communications.
Administrative and Financial Support
  • Track budgets and expenditures in coordination with the Finance and Grants teams to ensure alignment with approved spending plans.
  • Prepare payment requests, travel advances, liquidation reports, and other financial documentation.
  • Maintain organized records of contracts, invoices, and financial correspondence.
  • Assist with procurement and logistical arrangements for events, workshops, and field activities.
Monitoring, Evaluation, and Learning (MEL)
  • Support data collection, entry, and consolidation for project indicators and outputs.
  • Maintain updated monitoring databases and documentation of results.
  • Assist in preparing periodic progress updates and MEL reports.
Communication and Documentation
  • Coordinate internal and partner meetings, take notes, and follow up on action items.
  • Draft and edit correspondence, meeting minutes, and internal memos.
  • Maintain digital and physical filing systems for programmatic and financial records.
Qualifications
  • Bachelor’s degree in International Development, Economics, Business Administration, Accounting, Political Science, or a related field.
  • Professional training in management is a plus
  • Minimum of two (2) years of progressively responsible experience in program or project administration, preferably within an international development or non-profit organization.
  • Demonstrated experience in budget tracking, expenditure reconciliation, and administrative coordination.
  • Experience supporting monitoring and evaluation processes preferred.
  • Strong organizational and multitasking skills with excellent attention to detail.
  • Strong financial acumen and the ability to develop, manage, and monitor budgets.
  • Proven ability to work in a remote team environment and manage organizational growth and sustainability.
  • Solid financial literacy and understanding of basic project finance & grant management procedures.
  • Good interpersonal and communication skills with the ability to work collaboratively in a remote, cross-cultural team environment.
  • Ability to take initiative, prioritize tasks, and meet deadlines with minimal supervision.
  • Fluency in professional written and spoken English; proficiency in any other major language spoken in Africa is preferred.
  • Willingness and ability to travel extensively within Nigeria and the region is required.
  • Legal authorization to work in country is required.
  • Proficiency with MS Word, Excel, PowerPoint and Outlook required.
