ThinkWell has a growing project portfolio in the Philippines and is currently seeking a Program Analyst for a new United Nations Population Fund (UNFPA)-funded initiative. The goal of this project is to improve the financing and accessibility of comprehensive sexual and reproductive health services by integrating them into the comprehensive outpatient benefits package. This full-time, fixed-term position is specific to the UNFPA program but may potentially extend to other projects in the future.
The Analyst provides technical assistance and analytical and operational support across ThinkWell in-country public or private sector projects. The Analyst brings strong quantitative skills and research capacity (typically in health economics and financing) and a solid understanding of the design, implementation, and evaluation of health financing policy reform. The Analyst typically serves as an individual contributor on a project team.
This is a full-time and national role. The analyst reports to the technical advisor and works with key stakeholders in PhilHealth, the Department of Health (DOH), and other members of the Philippines team to help develop PhilHealth Benefits and Policies that will guide and ensure rational, sustainable implementation of the various facets of the Philippine UHC Act.
Responsibilities
The Analyst, in collaboration with STA will undertake the following responsibilities:
Technical Support
- Under the guidance of the Senior Technical Advisor and Technical Advisor, understand project objectives, be able to conceptually frame research questions and problem statements, and propose research methodologies and project designs to meet those objectives.
- Manage and ensure the quality of data collection activities including:
o Support systematic literature review, source data, and information on relevant technical and policy issues, and effectively summarize findings.
o Develop primary data collection instruments for country research studies, such as surveys and semi-structured interview guides; pre-plan analytic methods to inform data collection design and meet project objectives; develop and maintain Excel workbooks for data repository, cleaning, and analysis.
- Take the lead in quantitative and qualitative data processing and analysis
Communications
- Produce high-quality reporting content and documents as necessary, based on guidance from the Technical Advisor
- Support the development of storyboards, structure, and content from compiled data and findings for compelling PowerPoint slide decks that are logically organized and visually appealing.
- Draft correspondence for projects as requested, including meeting agendas and minutes, as well as notes from engagements such as technical reviews, client meetings, and project workshops.
- Draft or revise sections of donor reports and coordinate team member input.
- Participate in Team Meetings and contribute pertinent information, ideas, and suggestions related to project commitments.
- Occasionally represent ThinkWell with external partners, donors, or stakeholders at meetings and events.
Project Coordination and Operations
- Support the Technical Advisor in all research and research management activities
- Ensure proper coordination with project stakeholders and respondents
- Plan, coordinate, and monitor the implementation of project activities.
- Organize and manage version control for project documents, including Excel workbooks, narrative reports, and PowerPoint slide decks, to facilitate team efficiency and accuracy and to ensure high-quality client deliverables.
- Provide regular progress updates related to the technical assistance
- Assist with various project administrative and operational responsibilities, including staff training, communications, organizing meetings and workshops, coordinating travel when asked, and drafting donor correspondence.

1. BA/BS and 5+ years experience or graduate degree and 3+ years experience;
2. Experience in relevant health systems work with a development agency, NGO or county government.
3. Prior work experience linked to health financing, FP, MNCH or reproductive health highly desirable
4. Proficiency in MS Excel and other MS Office products
5. Demonstrated ability to be a respected team player for political engagement and citizen participation in complex local government-based health planning and participatory budgeting for health;
6. Fluent command of English– written and spoken;

8. Established track record of preparing high-quality technical reports, policy briefing materials, and presentations;
