Product Quality Assurance Coordinator

The Product Quality Assurance Coordinator will support and monitor implementation of product quality sampling, testing, specifications, and oversight of quality standards related primarily to crude oil and feedstock purchases and sales, at all custody transfer points, including production origin, refineries, third party terminals and pipelines.

PRINCIPLE RESPONSIBILITIES:

• Key support role in implementation and monitoring of PBF crude and feed quality oversight programs, including crude quality monitoring, custody transfer related sampling and testing, with specific responsibility for ensuring samples obtained are representative and analysis is accurate.

• Key support role in SBR Feed and Renewable Diesel (RD) feedstock quality oversight, including monitoring feedstock quality and acceptance requirements and supporting the evaluation of feedstock quality against established specifications.

• Maintain, post, and communicate crude and feedstock quality typicals and specifications.

• Perform periodic verification of product quality processes and records to ensure compliance with US and Canadian regulations for classification and description of crude oil shipped by rail.

• Monitor independent inspection companies for compliance with U.S Customs & Border Protection, and oversee any sample handling and testing associated with USCBP.

• Coordinate the shipping of samples by third parties to ensure samples are shipped timely and most cost effective, and periodically request data and records to verify DOT compliance.

• Assist with refinery, terminal and pipeline product quality incident troubleshooting and investigations, including customers, third party facilities and origin feedstock locations.

• Assist with oversight of product quality related to tank conversions and marine vessel compartment cleanliness; pipeline quality cleanliness; product rollouts; management of tank (water) bottoms, and rack and marine additives.

• Assist with oversight of crude and feed quality related to: marine vessels; compartment cleanliness; pipeline quality cleanliness; management of tank (water) bottoms.

• Assist with interfacing and communicating with schedulers, traders, customers, suppliers, refinery, terminal, and pipeline representatives related to product quality issues.

• Assist with periodic product quality audits of independent inspection company laboratories.

JOB QUALIFICATIONS:

• 5 years Petroleum Product Quality experience, including at least 2 years in a petroleum laboratory.
• Bachelor’s degree preferably in a technical discipline, or related experience with petroleum quality.
• Must possess analytical, organizational and strong communications skills for working with all levels within the organization, and third party laboratories, terminals, pipelines and trading partners.
• Job requires a flexible schedule based on business requirements. Approximatley 10% travel and field presence anticipated. Exposure to elements also involved.
• This position is on site 5 days a week.

The salary range for this position is $106,787.51- $189,503.19. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. In addition to salary, PBF offers a comprehensive benefits package which includes bonus eligibility, health care, retirement benefits, and paid time off.
