The Procurement Specialist shall be responsible for managing the procurement of goods and services including sourcing, purchasing, and the introduction of new materials. Responsible for connecting programs/projects with potential suppliers and vendors. Develop procurement strategies and manage vendor relationships. The Procurement Specialist will ensure compliance with corporate policies and industry standards, while working with internal departments to meet the organization’s procurement needs.
Job Summary:
The Procurement Specialist shall be responsible for managing the procurement of goods and services including sourcing, purchasing, and the introduction of new materials. Responsible for connecting programs/projects with potential suppliers and vendors. Develop procurement strategies and manage vendor relationships. The Procurement Specialist will ensure compliance with corporate policies and industry standards, while working with internal departments to meet the organization’s procurement needs.
Duties and Responsibilities:
- Manages procurement schedules to ensure the timely deliver of materials and services
- Manages and maintains supplier relationships while creating key supplier relations. Including sourcing of CONUS and OCONUS vendors.
- Negotiates vendor terms and pricing.
- Manages supplies issues of which minimizes project supply issues.
- Ensure compliance with all organizations policies and procedures, terms and conditions (T&C’s) and legal requirements which will mitigate compliance and risk management during the procurement process
- Follows the five (5) R principles of Right Price, Right Time, Right Material, Right Place and Right Quality
- Works with subcontracts and finance to ensure budgets, spending and proper forecast of procurement needs
- Continuously assess and improve procurement processes, implement best practices and leveraging technology to streamline operations
- Work closely with internal clients (e.g., operations, projects, finance and legal) to understand business needs and provide procurement support
- Promote ethical procurement practices and explore opportunities to enhance sustainability across the supply chain
- Participate in trade fairs to promote equal opportunity in Supply Chain Management and Compliance
- Establish relationships between Subcontracting, Procurement, and Customers
- Issues purchase orders and creates change orders as necessary
- Manages material warranties and return/exchange processes
- Works with the Business Development (BD) department to review and provide pricing and delivery times for proposals
- Develops, runs, and provides reports, metrics, and KPIs as necessary.
- Creates and adjusts policies and procedures as necessary
- Works closely with healthcare compliance, export compliance, and logistics.
- Procurement of material from international vendors
- Leads and attends meeting with different programs to ensure their needs are being met and/or identify solutions to ensure their needs will be met. This can include creating and presenting data and/or presentations.
- Knowledge of economics and business principles and practices
- Knowledge of business management principles and practices
- Ability to communicate clearly and concisely
- Other duties as necessary for job position
Qualifications:
- Bachelor’s degree in supply chain management, business or related field or 10+ years of relevant experience in procurement with at least 3 years in a leadership role
- Proven track record of successful vendor negotiations
- Strong understanding of global supply chains and market dynamics
- Strong understanding of procurement best practices, processes and tools
- Strong understanding of prime contract requirements, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), and International Traffic Arms Regulations (ITAR)
- Strong multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment
- Excellent analytical and problem-solving skills
- Demonstrated ability to develop effective relationships internally and externally
- Demonstrated interpersonal and communication skills to deal effectively with other functions to identify and solve problems
- Strong negotiation and influencing skills
- Strong communication skills, both written and verbal
- Comfortable working with executives and representing functional plans and priorities to senior leaders
- Ability to manage multiple projects and priorities
- Basic computer skills which also includes the ability to use Microsoft Excel, Word, and PowerPoint.
Preferred Qualifications:
- Experience with Deltek CostPoint
- Certified Purchasing Professional (CPP) or similar.
- Experience in procurement of a variety of commodities which can range from pharmaceuticals, medical equipment, body armor, vehicles, etc.
Physical Requirements and Work Conditions:
- Individual may on occasion be required to work non-standard schedule to include weekends and late evenings/early mornings to effectively manage activities and communicate requirements to meet critical deadlines
- Ability to travel worldwide including austere work environments. Travel is not expected to exceed 10%.
