Role Purpose

The Procurement Manager is responsible for leading the organization's procurement function during construction and operational phases by developing and implementing procurement strategies that ensure the timely, cost-effective, and sustainable acquisition of goods, materials, equipment, and services.

The role is accountable for strategic sourcing, supplier relationship management, contract negotiation, procurement governance, cost optimization, and continuous process improvement while ensuring compliance with company policies, quality standards, and applicable legal and regulatory requirements.

Additionally, during the construction phase, the role also ensures the timely procurement and delivery of materials, equipment, and subcontracted services as well as planning and evaluation of vendors proposals.

Working closely with internal stakeholders, Project managers, Design, Engineering and Construction teams the Procurement Manager supports construction phase, business operations and projects by delivering efficient procurement solutions that balance quality, cost, risk, and operational requirements.

Specific DutiesProcurement Strategy & Planning
  • Develop and implement procurement strategies aligned with business, and operational objectives.

  • Establish procurement policies, procedures, and best practices to improve efficiency and governance.

  • Plan procurement activities to ensure the timely availability of goods, materials, equipment, and services.

  • Continuously review and improve procurement processes to increase efficiency and value.

  • Responsible for managing the complete procurement life cycle across all disciplines, including all the phases outlined below.

Strategic Sourcing & Supplier Management
  • Identify, evaluate, qualify, and develop local and international suppliers.

  • Maintain an Approved Supplier List and supplier qualification process.

  • Build and maintain strong strategic relationships with key suppliers.

  • Conduct supplier performance evaluations and implement continuous improvement initiatives.

  • Perform market research, benchmarking, and commercial analysis to identify sourcing opportunities.

Tendering & Contract Management
  • Prepare, review, and manage RFQs, RFPs, tenders, commercial evaluations, and supplier selection processes.

  • Collaborate closely with engineering to prepare and manage Bills of Quantities (BOQs), using tools such as Excel, Cype, Arquímedes, Presto, or similar measurement software.

  • Draft & review tender documents, and construction contracts, ensuring alignment with project requirements

  • Lead commercial negotiations covering pricing, payment terms, delivery schedules, warranties, service levels, and contractual conditions.

  • Draft, review, and administer procurement contracts in collaboration with relevant stakeholders.

  • Ensure contracts effectively manage commercial and operational risks.

Procurement Operations
  • Coordinate with construction teams to ensure proper delivery, inspection, and acceptance of materials on site.

  • Manage the end-to-end procurement lifecycle, including:

    • Purchase requisitions

    • Supplier selection

    • Purchase orders

    • Delivery coordination

    • Invoice reconciliation

    • Supplier performance monitoring

  • Coordinate procurement activities across departments to ensure business continuity.

  • Monitor supplier delivery performance and resolve procurement-related issues proactively.

Cost Management
  • Develop and manage procurement budgets, costs, cashflows, forecasting, change orders and deviations.

  • Monitor procurement expenditures and identify opportunities for cost savings.

  • Lead value engineering and cost optimization initiatives without compromising quality or operational requirements.

  • Prepare procurement forecasts and support financial planning activities.

Inventory & Supply Chain
  • Monitor inventory levels and ensure appropriate stock levels are maintained.

  • Coordinate supply planning with operational teams to prevent shortages and minimize excess inventory.

  • Support supply chain continuity through effective planning and supplier collaboration.

Risk & Compliance
  • Identify, assess, and mitigate procurement risks, including:

    • Supply chain disruptions

    • Supplier dependency

    • Price volatility

    • Contractual risks

    • Regulatory compliance

  • Ensure procurement activities comply with company policies, internal controls, ethical standards, and applicable laws.

  • Promote responsible and sustainable procurement practices where appropriate.

Stakeholder Management
  • Partner with Finance, Operations, Engineering, Production, Quality, Logistics, and other business functions to understand procurement requirements.

  • Provide procurement expertise and commercial guidance to internal stakeholders.

  • Foster collaborative relationships across the organization to support business objectives.

Reporting & Performance Management
  • Develop procurement KPIs and performance dashboards.

  • Monitor supplier performance, procurement efficiency, savings, and service levels.

  • Prepare regular management reports and provide recommendations for continuous improvement.

  • Utilize ERP systems and digital tools to enhance procurement visibility and reporting.

  • Maintain accurate records of procurement activities, contracts, and suppliers, and provide regular reports to project management

Personal Requirements for the RoleSpecific Experience
  • Bachelor's degree in Business Administration, Supply Chain Management, Engineering, Procurement, Operations Management, or a related discipline.

  • Professional procurement qualifications (CIPS or equivalent) are desirable.

  • Minimum of 7–10 years of progressive procurement experience, including leadership responsibilities.

  • Proven experience in strategic sourcing, supplier management, contract negotiation, and procurement operations.

  • Proficiency in quantity take-off tools (Arquímedes, Presto, etc.)

  • Experience implementing procurement systems, policies, and process improvements.

  • Strong understanding of procurement best practices, commercial negotiations, and supply chain management.

  • Experience with ERP systems (SAP, Oracle, Microsoft Dynamics, or equivalent).

  • Advanced Microsoft Office skills; Power BI or other reporting tools are an advantage.

  • Excellent written and spoken English

  • Previous procurement experience in integrated construction projects is highly preferred. Experience in the poultry industry, including hatcheries, poultry farms, and related procurement, is also considered a key advantage and should be identified as a preferred qualification for this role.
