OVERVIEW AND PURPOSE OF YOUR ROLE

The Procurement & Cost Controller is responsible for managing end-to-end purchasing operations, sourcing strategies, and vendor relationships while monitoring, analyzing, and controlling food and beverage costs, retail inventory costs, operating expenses, and overall cost efficiency across Bahrain Surf Park. The role ensures seamless material availability, accurate inventory records, cost reporting, stock control, variance analysis, and strict compliance with procurement and internal controls to protect company assets and maximize profitability.

Reporting directly to the Finance Manager, you will oversee end-to-end procurement workflows, multi-departmental inventory tracking, evaluate menu engineering, monitor supplier pricing trends, enforce stock room safeguards, and deliver actionable cost-saving recommendations to senior management.

 


 

WHAT YOU DO:
ROLE RESPONSIBILITIES

End-to-End Procurement Operations & Strategic Sourcing

  • Purchasing Management: Manage end-to-end procurement workflows for F&B ingredients, retail merchandise, surf hardware, technical equipment, consumables, and operational supplies across all park facilities.
  • Supplier Sourcing & Selection: Identify, evaluate, and onboard reputable local and international vendors, negotiating competitive pricing, payment terms, warranties, and delivery schedules.
  • Tendering & Quotations: Lead the RFQ (Request for Quotation) and RFP (Request for Proposal) processes, obtaining competitive bids, conducting commercial comparisons, and recommending optimal vendor selections.
  • Contract Management: Manage vendor service level agreements (SLAs), trade contracts, and annual supply agreements, monitoring vendor performance and ensuring adherence to agreed quality and delivery terms.

 

Inventory Control & Asset Protection

·        Comprehensive Stock Tracking: Maintain complete, accurate inventory records for F&B stock, retail merchandise, surf hardware/equipment, and general operating supplies across all park venues.

·        Movement Oversight: Monitor and audit all stock movements, inter-departmental transfers, stock adjustments, write-offs, and damage logs.

·        Inventory Audits: Plan, lead, and execute periodic, month-end, and surprise spot-check inventory counts across all storage rooms, kitchens, bars, and retail spaces.

·        Variance Investigation: Perform detailed inventory reconciliations, investigate stock discrepancies, identify root causes, and implement corrective controls to eliminate leakage.

Cost Monitoring, Margin & Variance Analysis

·        Cost Percentage Tracking: Rigorously monitor daily and monthly food cost percentages and beverage cost percentages against set operational targets.

·        Profitability & Margins: Analyze product margins, contribution margins, and sales mix across retail products, food, beverages, and event packages.

·        Consumption Tracking: Review daily consumption reports, POS sales deductions, and kitchen pass movements to detect operational inefficiencies.

·        Budget Tracking: Track real-time departmental operating expenses against approved monthly and annual operational budgets.

·        Variance Reporting & Action Plans: Prepare comprehensive cost variance reports highlighting budget overruns, price fluctuations, and operational waste with actionable recommendations.

Food & Beverage Cost Control & Menu Engineering

·        Recipe Standard Costing: Review, audit, and cost standard recipes, portion control measures, yield tests, and menu pricing across all F&B outlets.

·        Supplier Price Validation: Validate purchase order pricing against approved supplier quotations, contract terms, and market benchmarks.

·        Wastage & Spoilage Management: Monitor, record, and control kitchen wastage, food spoilage, expired stock, and shrinkage on a daily basis.

·        Menu Engineering: Conduct routine menu engineering studies to identify high-profit items, underperforming menu offerings, and re-costing requirements.

Purchasing Execution, Requisition & Vendor Oversight

·        Requisition & PO Processing: Review, audit, and process all departmental purchase requisitions and purchase orders, verifying operational necessity, technical specifications, and budget availability.

·        Budget Compliance: Ensure all purchasing requests strictly comply with pre-approved departmental spend limits, delegation of authority limits, and cash flow projections.

·        Vendor Price Tracking: Track supplier pricing trends, market shifts, inflation impacts, and alternative sourcing opportunities.

·        Cost Optimization Collaboration: Partner closely with department heads and operational teams to negotiate volume discounts, refine lead times, consolidate orders, and leverage strategic cost-saving initiatives

Financial Reporting & Month-End Closing

·        Regular Cost Reporting: Compile and present daily, weekly, and monthly cost control reports for finance and departmental leadership.

·        Inventory Valuation: Prepare monthly stock valuation reports and cost-of-goods-sold (COGS) schedules for general ledger posting.

·        Month-End Accruals: Support month-end financial closing processes, including accrual calculations for unbilled deliveries and goods received not invoiced (GRNI).

·        Management Dashboards: Maintain management dashboards, KPI tracking summaries, and executive cost summaries.

Internal Controls & Governance

·        Procedure Enforcement: Enforce strict compliance with company inventory policies, purchasing procedures, and cost-control standard operating procedures (SOPs).

·        Authorization Levels: Monitor user access, authorization thresholds, and receiving controls across inventory and POS software systems.

·        Audit Co-ordination: Support internal and external audit teams by providing stock schedules, inventory audit trails, and purchasing documentation.

·        Risk Mitigation: Continuously recommend process improvements, storage enhancements, and internal control adjustments to mitigate theft, loss, and operational risk.

Budgeting & Financial Forecasting

·        Annual Budget Preparation: Assist finance leadership in preparing annual operating cost budgets, departmental spending caps, and inventory targets.

·        Consumption Forecasting: Develop cost forecasts and analyze seasonal material consumption trends across park operations.

·        Budget Variance Monitoring: Continuously evaluate actual performance against budgeted figures, projecting year-end cost trajectories.

Required Qualification

ü  Bachelor’s Degree in Accounting, Finance, Hospitality Management, Supply Chain, or a related discipline (Required). 

ü  Certified Management Accountant (CMA) or equivalent professional qualification is a strong added advantage. 

ü  Fluent in English; Arabic fluency is a strong advantage.

Required Experience

ü  3 to 5 years of experience in cost control, inventory accounting, or hospitality finance. 

ü  Hands-on experience within hotels, high-volume restaurants, entertainment parks, leisure venues, or retail environments. 

ü  Proven track record in recipe costing, inventory auditing, variance analysis, and stock control system management.

Required Professional Skills and Attributes

ü  Technical Software Proficiency: Advanced Microsoft Excel (complex formulas, pivot tables, financial modeling), specialized inventory management software, ERP systems, and POS systems. 

ü  Financial Acumen: Deep knowledge of financial analysis, yield management, cost-of-goods-sold (COGS) calculations, budgeting, and management reporting. 

ü  Core Competencies: High attention to detail, analytical mindset, integrity, confidentiality, structured planning, organizational skills, and cross-departmental problem-solving abilities.

KEY PERFORMANCE INDICATORS (KPIS)

ü  F&B Cost Control: Maintain food and beverage cost percentages within approved budget variance thresholds (+/- 1%). 

ü  Inventory Audit Accuracy: Achieve at least 98% accuracy in monthly physical inventory counts and stock reconciliations. 

ü  Reporting Timelines: 100% on-time delivery of daily, weekly, and month-end cost reports and COGS schedules. 

ü  Variance Resolution: Timely investigation and resolution of 100% of major inventory discrepancies within 48 hours of discovery. 

ü  Cost Optimization Impact: Successfully identify and implement approved cost-saving recommendations that generate demonstrable annual savings.
