This role is designed for analytically oriented leaders who want to apply sophisticated analytics to realworld healthcare policy questions—and see that work influence decisionmaking at the highest levels of the healthcare ecosystem. 

As a Principal in Avalere Health’s Policy practice, you will operate at the intersection of policy expertise, quantitative analysis, and strategic advisory, helping clients understand how policy changes shape markets, payer behavior, and patient access. This is not a pure policy role or a pure analytics role—it is a hybrid leadership position for candidates who want both intellectual rigor and external impact. 

What this role is (and isn't)

    This role is: 

    • A senior, clientfacing leadership position for individuals who enjoy using analytics to solve complex healthcare policy problems 

    • An opportunity to design and oversee policydriven models and scenario analyses using large, complex healthcare datasets 

    • A chance to shape how policy insights are translated into business, access, and affordability implications for healthcare stakeholders 

    • A platform to build and lead teams that combine policy expertise with advanced analytics 

    This role is not: 

    • A backoffice analytics execution role 

    • A purely qualitative policy research position 

    • A role limited to a single data source or modeling technique 

What you'll do

    We are seeking experienced policy and analytics leaders with a proven ability to: 

    • Sell, manage, and deliver a portfolio of analyticsenabled policy engagements, serving as a trusted advisor to senior client stakeholders 

    • Apply advanced analytics and modeling to assess the impact of policy changes on healthcare markets, utilization, costs, and access 

    • Act as thought leaders at the intersection of healthcare policy, government payer dynamics, and quantitative analysis 

    • Build, mentor, and scale multidisciplinary teams that blend policy knowledge, data fluency, and analytical rigor 

    • Collaborate crossfunctionally to advance Avalere’s internal policy analytics capabilities and methodologies 

     

    Essential Functions 

    PolicyDriven Client Development & Advisory Leadership 

    Our Policy practice serves as a clientembedded advisory “tip of the spear,” integrating policy interpretation with rigorous analytics. Principals are expected to understand not only what policy changes mean—but how those changes play out quantitatively across stakeholders. 

    In this role, you will: 

    • Serve as the senior engagement lead and primary client contact, leading executivelevel discussions and presenting analytic, policyinformed insights to Csuite and senior leaders. 

    • Be viewed by clients as a policy and analytics thought partner, particularly on U.S. and global healthcare policy, Medicare and Medicaid dynamics, and downstream impacts on manufacturers, payers, providers, and patients. 

    • Grow business by identifying opportunities where analytics can deepen policy insight, supporting proposal development, scoping, and methodology design. 

    • Lead responses to RFPs and shape new work spanning policy analysis, quantitative modeling, and integrated advisory engagements. 

    • Clearly define engagement scope and analytic approaches during SOW development, balancing rigor, feasibility, and client decision needs. 

    • Meet or exceed revenue goals individually and through effective oversight of project and team performance. 

     

    Analytics & Modeling Leadership 

    Principals are expected to set the analytic vision for engagements—owning both the policy logic and the quantitative approach. 

    You will: 

    • Translate complex policy and business questions into fitforpurpose analytical frameworks, including simulation models, policy impact analyses, and scenariobased forecasting. 

    • Oversee development and interpretation of models that integrate disparate healthcare data, such as:  

    • Medical and pharmaceutical claims 

    • Medicare and Medicaid data 

    • Healthcare utilization and cost data 

    • Financial and market data 

    • Guide teams in connecting analytic outputs to clear policy narratives and strategic implications for clients. 

    • Ensure analytic rigor, transparency, and defensibility of methods and assumptions. 

    This role is ideal for candidates who enjoy thinking critically about model design, assumptions, and interpretation—not just execution. 

     

    Firm Leadership & Capability Building 

    • Provide internal and external thought leadership on policy analytics, including conferences, publications, and internal points of view. 

    • Support senior leadership as an innovative contributor to the evolution of Avalere’s policy analytics capabilities. 

    • Drive initiatives that enhance Avalere’s reputation as a leader in evidencebased healthcare policy advisory. 

    • Build, coach, and mentor teams—helping analytically minded staff grow into trusted policy advisors. 

     

About you

    Experience 

    • 10+ years of experience in healthcare policy, analytics, consulting, or related advisory roles. 

    • Robust understanding of U.S. and global healthcare market dynamics, particularly as they relate to policy changes at the state, federal, and international levels. 

    • Deep understanding of government payer dynamics (e.g., Medicare, Medicaid) and how they affect other healthcare stakeholders. 

    • Demonstrated experience developing and overseeing quantitative models and analyses that integrate multiple healthcare data sources. 

    • Proven success in senior, clientfacing roles with commercial accountability. 

    Skills & Competencies 

    • Strong analytical and structured problemsolving skills, with comfort navigating complex datasets and assumptions. 

    • Ability to bridge policy logic and quantitative insight—explaining analytical findings clearly to nontechnical audiences. 

    • Excellent written and verbal communication skills, including executivelevel storytelling. 

    • Strong leadership, collaboration, and mentoring capabilities. 

    • Advanced proficiency in Microsoft Excel and PowerPoint

Skills Required

  • A degree in health policy, public policy, healthcare management, public health, public administration, economics, business administration, or a relevant discipline.
  • Significant experience quantitatively analyzing policy proposals, legislation, and/or regulation
  • Proven situational leadership skills and experience overseeing work of staff members.
  • Outstanding problem-solving and analytic skills
  • Deep knowledge of Medicare Part D, Medicare Part B and drug pricing reform policies
