Torch Technologies is seeking a Pricing Analyst to support our Pricing Department. Successful candidate must be detail oriented, highly organized and self-starting. Should possess knowledge and capabilities to perform tasks related to pricing and cost/financial analysis. Should have a full understanding of the pricing process from RFP to Proposal submission, support of Evaluation notices and Best and Final process. Experience in the development of price proposals for all Contract Types (CPFF, FFP, T&M, etc.). Must be able to manage multiple proposals and proposal managers with competing priority levels. Candidate possess intermediate to advanced Microsoft Excel/Word skills to assist in preparation of full cost volumes and prepare pricing data calls to team members/subcontractors to include templates, data call instructions and communication to provide responses/guidance to questions. Proficiency in pivot tables, SUMIF, INDEX/MATCH, and other functions. Under direct supervision, must be able to perform cost/price analysis and other analytical schedules as required in RFP or for management to make informed decisions to project effort.

As a Pricing Analyst your duties will include the following, but are not limited to:

Day-To-Day Activities:

Proposal Development Support:

  • Attend proposal kick-off meetings.
  • Review RFP/RFQ pricing instructions for compliance of solicitation requirements.
  • Develop questions to submit to the government for clarification of RFP requirements.
  • Coordinate with Program Office, Proposal Management Team, Contracts and Technical Teams to collect data inputs.
  • Prepare and format cost volumes and supporting documentation for submission.
  • Draft, conduct reviews and finalize cost narrative per solicitation compliance requirements.

Data Analysis:

  • Analyze labor categories, rates, and escalation trends to build competitive pricing.
  • Develop pricing scenarios to assess pricing strategies.
  • Evaluate and negotiate subcontractor rate pricing across multiple teams for reasonable and competitive pricing.
  • Perform profitability and margin analysis for management review.

Subcontractor Coordination:

  • Prepare pricing templates and instructions per RFP requirements to send to subcontractors.
  • Review returned rate/pricing data, analyze and negotiate with target rates.
  • Consolidate subcontractor submissions into the Prime pricing model.

Internal Reviews:

  • Coordinate internal pricing reviews with Program Office and Proposal Team.
  • Document internal pricing file and maintain version control for audit readiness.

Administrative Tasks:

  • Maintain rate tables for additional categories with analysis and negotiations.
  • Track proposal workload, deadlines, and pipeline assignments.
  • Organize and archive final submissions.

Job Requirements:

  • U.S. Citizenship.

  • Bachelor's Degree in a business related field or equivalent experience from an accredited college or university in Engineering or related discipline is required.

  • 2-5 years of related discipline experience.

  • Ability to collaborate in a team environment to respond to short-notice requests for data.

  • Strong communication skills.

  • Strong data analysis skills.

Schedule: M-F; 8-5
