Job Description:
The Portfolio Director, Federal Civilian Programs provides strategic and operational leadership for a portfolio of large federal civilian contracts, including multiple IDIQ, task order, and multi-award programs. This role is responsible for overseeing program delivery, financial performance, client relationships, compliance, and resource alignment across several federal civilian customers.
The Portfolio Director works closely with program managers, operations, contracts, finance, and business development teams to ensure successful execution of portfolio objectives and long-term account growth. This position serves as a senior leader responsible for driving delivery excellence, managing risk, supporting customer satisfaction, and identifying opportunities for expansion within existing and new federal civilian programs.
Key Responsibilities
- Lead and oversee a portfolio of large federal civilian programs and contract vehicles.
- Ensure successful execution of scope, schedule, budget, quality, and compliance requirements including proactive management of changes in project scope, requirements, and client priorities.
- Manage portfolio financial performance, including revenue, forecasting, margin, and resource planning with a focus on assessing and communicating the financial impacts of change to management.
- Build and maintain strong client relationships with federal agency stakeholders.
- Provide leadership and guidance to program managers and cross-functional teams.
- Identify and mitigate risks, resolve performance issues, and drive continuous improvement.
- Support business growth through recompetes, task order pursuits, and on-contract expansion opportunities leveraging change management best practices to adapt to new business opportunities and market conditions
- Coordinate with contracts, finance, operations, and business development teams to ensure portfolio success.

- Bachelor’s degree in a relevant field.
- 20+ years of experience managing federal programs, contracts, or portfolios.
- Experience overseeing large IDIQ, task order-based, or multi-program federal contracts.
- Strong understanding of federal contracting, program delivery, and client management.
- Demonstrated leadership, financial management, and communication skills.
- Experience leading change management initiatives in complex, multi-program environments.
- Ability to drive organizational and project-level change, including stakeholder engagement, communication, and training.
- Up to 50% travel required
