PM with QA experience

Owings Mills Maryland.

Here are the details on a new CareFirst requirement. This is for a Program/Project Manager. The details on the role and project are below. The position would be at least 6 months but could go through 2017. It will be based on Owings Mills Maryland. It may allow for some remote once someone is established but not a guarantee. They would like a Project Manager with some testing background. This PM will be working with the 7 managers in this group to manage all testing activities. This could be a 3 year initiative for them! They are working to develop a better way of planning and sequencing testing activities for CI projects. The current model doesn’t allow them to forecast and in many cases keep up with the demand. The PM will not have any direct reports but will be working with other managers and teams. Healthcare would be a plus for this. They need to have experience with SharePoint, PowerPoint, MS Office, HP ALM. The nice to haves would be Clarity and Beeline. Some of the work has already started. They would be expected to jump in and pick up quickly.

The CareFirst SCAQA/Enterprise Testing Delivery organization requires a project resource with a unique skill set that combines program/project management experience, quality metric expertise, and a working knowledge of financial systems. The individual will support the 455.0 Testing Delivery Managed Capacity project.

The ideal candidate will have experience in enterprise healthcare systems, especially related to healthcare payer operations. The Managed Capacity program is focused on testing activities accomplished with a mix of CareFirst associates, contractors and core delivery partners that include teams of on-shore and off-shore testing resources. The CareFirst Testing Center of Excellence supports an annual eight-figure corporate initiative project portfolio.

The skill set must include excellent communication skills, both verbal and written, that can be successfully applied across a culturally diverse population spanning junior testing resources through CareFirst executive leadership. A capability to work within both strategic and tactical domains is desired. It is essential that the individual be a team player.

Required core competencies include, but are not limited to:

• Managed capacity and/or managed service experience in a $10MM+ annual operational setting.

• Revenue forecasting experience based on both quantitative forecasting and judgment forecasting techniques.

• Knowledge of quality metrics and familiarity with quality/QA models.

• Ability to develop and analyze earned value analysis figures.

• Past experience with system development methodologies and processes, with a specific focus on the application of related, operational testing methodologies.

• Ability to represent system processes in a format understandable by a varied audience.

• Awareness of data structures and their capability for supporting system processes.

• Budgeting and related reporting.

• Acquaintance with contracts and the contracting process.

Current and/or past experience with the following applications is a plus:

• MS Office suite, especially excel and PowerPoint;

• Hewlett-Packard Application Lifecycle Management (v12.53);

• Clarity;

• Beeline.
