Teche Health, A Federally Qualified Health Center, per Section 330 of the Public Health Service Act, is currently seeking qualified applicants for a Plant Operations Manager in Franklin, Louisiana.


JOB SUMMARY:

This position reports directly to the Chief Operations Officer. The Plant Operations Manager bridges facility maintenance and strategic construction/renovation. They ensure the physical environment safely supports clinical care by managing daily plant operations, scheduling safety compliance audits, and coordinating cross-functional infrastructure projects. Healthcare facilities must remain continuously operational and compliant. This role is essential in the prevention of disruptions to patient care by balancing competing priorities, such as ongoing maintenance and complex capital improvement projects. Responsible for ensuring that all Teche Health facilities are fully operational with all utilities and equipment functioning effectively and in good working order. This position is also responsible for ensuring that the facilities maintain a clean and organized appearance. This position is also responsible for assisting Teche Leadership with Project Vendors/Contractors in the planning, management, and monitoring of all capital improvement projects. This position also serves as a member of the Emergency Operations Team and is expected to be available for inclement weather events and emergency preparedness. 


JOB DUTIES AND RESPONSIBILITIES:

  • Plant Operations Support: Assist in directing and maintaining facility infrastructure, including but not limited to HVAC, electrical, and plumbing, to effectively minimize operational downtime.
  • Inspect buildings for cleanliness and proper working order.
  • Inspect, maintain, and repair all mechanical, electrical, plumbing, and HVAC systems to ensure
  • optimal operating results.
  • Minor equipment and furniture repair.
  • Project Coordination: Works with Sr. Management is to define project scope, establish time lines, track budgets, and allocate resources for facility upgrades.
  • Coordinates communication between contractors, engineers, clinical staff, and executive leadership to ensure projects align with organizational needs and timelines.
  • Compliance & Safety: Maintain documentation and schedule mandatory testing for life safety, hazardous materials, and environmental standards set by accrediting bodies.
  • Data Management: Generate performance metrics and maintain accurate records within project management and maintenance management systems.
  • Responsible for ensuring all facilities and security work orders are addressed promptly, in accordance with Department policy.
  • Responsible for ensuring the proper installation and servicing of all building equipment.
  • Assist the Department of Environment of Care with the installation and servicing of clinical equipment.
  • Responsible for ensuring that all sites have the necessary supplies and for the timely delivery of various packages to all sites.
  • Responsible for scheduling and supervising assigned work crew(s), including planning and  scheduling all efforts to maintain all Teche Health buildings, facilities, and grounds.
  • Coordinate repairs and monitor system performance of external vendors when needed.
  • Maintain departmental equipment inventory, adequate parts inventory, and order items as necessary.
  • Responsible for maintaining a central repository of all facilities, current floor plans, and all building equipment, both movable and immovable.
  • Responsible for preventative maintenance on all building equipment and development of an  inventory assessment as to the life expectancy of each part of the building.
  • Manage and supervise a team of facility/maintenance technicians and security personnel.
  • Ensure compliance with all safety and security protocols.
  • Prepare and process time and attendance reports for all assigned staff.
  • Ensure proper lawn and garden services and groundskeeping are provided at each Teche Health property.
  • Prepare detailed cost estimates and track expenses for repairs, materials, and labor for projects.
  • Justify equipment, supply needs, and purchases. Follow all rules governing purchases of materials, supplies, and labor.
  • Ensure routine pressure washing of Teche Health facilities.
  • Assist with checking work done by contractors to ensure they meet safety standards.
  • Perform necessary daily safety inspections.
  • After-hours availability for facility-related issues.
  • Maintenance of vehicles, weekly washing, scheduled oil change, tire rotation (PM).
  • Responsible for maintaining a network of contractors to assist in projects requiring higher-level expertise in carpentry, plumbing, electrical services, etc. 
  • Act as a liaison and representative of Teche Health with contractors and vendors.
  • Exhibit confidence by being informed and prepared and always acting professionally.
  • Responsible for drafting, revising, and implementing standard operating procedures for the department.
  • Responsible for ensuring that role-based training and education are provided to members of the facilities/maintenance team and security team.
  • Act with a sense of urgency regarding employee access to facilities.
  • Support the mission and vision of Teche Health by assisting in clinic community activities and representing the clinic.
  • Demonstrate ability to offer supportive assistance to co-workers with courteous behavior and appropriate language positively represent Teche Health, keeping in mind that actions reflect favorably or unfavorably upon the clinic.
  • Follow Teche Health and departmental policies and procedures.
  • Perform related activities as delegated or required.
  • Other duties may be assigned.

Supervisory Responsibilities:

Responsible for overseeing the company's facilities/maintenance operations, managing 
facilities/maintenance staff, managing office moves and all while remaining in compliance with local, state and federal regulations. Is a liaison between Teche Health and facility independent contractors. 

QUALIFICATIONS:

Education/Experience:

High school graduate or equivalent with preference of at least five years in a clinical maintenance supervisory capacity and experience in facility operations and project management preferably in acute care or clinical setting. 

Communication Ability:

  • Ability to deal tactfully with personnel, patients, family members, visitors, government agencies/personnel and the public.
  • Excellent phone and email etiquette.
  • Excellent verbal and written communication skills.
  • Ability to effectively communicate complicated issues to non-subject matter experts.
  • Ability to communicate professionally and effectively with staff.

Math Ability:

Reasoning Ability:

  • Skill in exercising decision-making to achieve organizational objectives

  • Ability to think critically, be proactive and a self-stater.

Computer Skills:

  • Proficient in Microsoft suite (Excel, Outlook, Word, and PowerPoint). Ability to utilize web-based platforms.

Professional Skills:

  • Knowledgeable of small power tools and minor repairs required.
  • Previous experience in performing facilities management is strongly preferred.
  • Must be able to work independently and complete multiple tasks in a timely manner. Skills as an electrician, carpenter, and/or plumber are strongly desired.
  • Must be able to see projects through to the end in a seamless manner.
  • Following up and follow through on each portion of every project is essential.

CERTIFICATIONS, LICENSES, REGISTRATIONS

For operating company vehicles must have a valid driver's license for the State of Louisiana; meet all insurance requirements and be cleared through the Department of Motor Vehicles.

Eligibility Requirements:

  • All employees must meet eligibility standards in order to be considered for the position applying for. Internal applicants must be with be with the organization for at least one year, with no disciplinary actions on file. If you have not been with the organization for a year, approval from your direct supervisor will be needed.

Skills Required

  • High school diploma or equivalent
  • Minimum five years in clinical maintenance supervisory capacity and experience in facility operations and project management (preferred in acute care/clinical setting)
