Background:

Navanti is seeking a Planning & Estimating (P&E) Support Specialist to provide expert facilities planning, estimating, and project support to the Public Works Department (PWD) Redzikowo at NAVFAC EURAFCENT. This role supports the full range of public works operations, including facilities maintenance, repair, construction planning, estimating, and quality oversight. The P&E Specialist plays a critical role in project development, cost analysis, technical evaluations, and workflow management.

Responsibilities:

Facilities Planning, Estimating & Project Development

  • Support NAVFAC and Clients in scoping, estimating, and developing work packages for Base Operating Support (BOS) contracts, maintenance, repairs, and minor construction projects.
  • Prepare draft project cost estimates and technical evaluations for government review.
  • Review project schedules, quality control plans, safety plans, and make recommendations.
  • Conduct site visits to assess conditions, validate scope, and recommend solutions.
  • Analyze contractor proposals for technical adequacy and cost soundness.
  • Review work requests and recommend execution methods (contract or in-house).
  • Monitor ongoing project performance and recommend corrective actions.

Technical & Administrative Oversight

  • Track and update facility and utility asset inventories in Maximo CMMS.
  • Provide recommendations for warranty work, contractor acceptance, and final system testing.
  • Ensure compliance with safety, energy, environmental, and security policies.
  • Participate in project meetings, Work Acceptance Boards (WAB), and client engagements.
  • Assist in scheduling outages to minimize mission disruption.

Documentation & Reporting

  • Submit weekly project status reports and monthly summaries of support actions.
  • Maintain updated project documentation, technical evaluations, and cost estimates.
  • Provide reports, recommendations, and project data to the COR and NAVFAC leadership.

Additional Duties

  • Support host nation coordination for interpreting local technical/safety standards.
  • Participate in professional development, safety, and compliance training as directed.

Minimum Qualifications:

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related field (U.S., European, or equivalent).

  • Minimum 3 years of experience in facility maintenance operations, project planning, estimating, or construction engineering.

  • Strong knowledge of construction science, maintenance management, and technical estimating.

  • Proficiency in reading technical drawings, scopes, and specifications.

  • Demonstrated experience with Maximo CMMS or similar systems.

  • Strong understanding of safety/occupational health principles (EM-385-1-1 and OSHA/29 CFR).

  • Fluent English (written and spoken); ability to deliver professional reports and presentations.

  • Ability to perform site inspections and strenuous physical activity in various environments.

  • Must be able to pass a Tier 1 (T1) Public Trust background investigation.

Preferred Qualifications:

  • Familiarity with NAVFAC systems, BOS contracts, or U.S. military facilities operations.
  • Experience working in OCONUS (Outside Continental U.S.) environments.
  • Knowledge of host nation technical and safety regulations.

Work Environment:

  • Primary duty location: NSF Redzikowo, Poland
  • Standard work week: Monday – Friday, 0800 to 1700
  • Occasional emergency response or adjusted work schedule may be required.
  • U.S. and Polish holidays observed per contract terms.
