About the Role:
We’re seeking a Planning Director to head the strategic planning function for OMG's Qatar office. In this senior role, you’ll:

  • Develop integrated media strategies across offline and digital that align with national communication priorities.
  • Act as the senior client partner, presenting strategies and evaluations directly to ministries and authorities.
  • Review and approve media plans, ensuring accuracy, compliance and strategic strength.
  • Collaborate with analytics and performance teams for data-driven, audience-first recommendations.
  • Mentor and lead the planning team, setting a high bar for innovation and accountability.

Role: Planning Director– OmniGOV, Qatar 

1. Location: Doha, Qatar

2. Reporting to: Managing Director 

Role Purpose

Lead the strategic planning function for OmniGOV’ s Qatar office, developing integrated media strategies that support national communication priorities. Act as the senior client partner to ministries and authorities, ensuring that media recommendations are data-driven, audience focused and deliver measurable impact.

Responsibilities

Strategy & Planning

• Develop full-funnel media strategies across offline and digital channels.

• Translate policy and campaign objectives into clear audience-led approaches.

• Ensure media plans comply with government communication standards.

Execution & Oversight

• Review and approve all media plans before client submission. 

• Ensure accurate channel selection, budget allocation and phasing. 

• Oversee post-campaign evaluations with actionable insights.

Client Leadership

• Act as senior point of contact for ministries and government entities.

• Present strategy recommendations and campaign evaluations directly to senior stakeholders.

• Proactively challenge briefs and educate clients on new opportunities.

Collaboration & Team Management

• Partner with performance and analytics teams to deliver integrated solutions.

• Lead and mentor the planning team, setting clear standards and expectations.

• Foster a culture of excellence, innovation and accountability

Requirements

• 10+ years’ experience in media planning and strategy, with 3+ years at director level.

• Proven track record managing government or national-scale clients.

• Strong understanding of Qatar’s media ecosystem (TV, OOH, print, digital).

• Excellent client leadership, presentation and negotiation skills.

• Applicants must have prior experience working on the Government account at OMG

Flexible Working

We have a hybrid working model (three days in the office, two working remotely), to ensure that we meet the needs of both our people and our business, balancing the benefits of in-person connections with the flexibility of remote working.  Our standard working hours are 9:30 – 17:30, but we offer the ability to flex around core hours of 10:30 – 16:30 to give our people flexibility on how they manage their working day, whether that’s in the office or working remotely. For example, you could start work at 8:30 and finish at 16:30 or start at 10:30 and finish at 18:30.
