Key Responsibilities

Performance Management:

  • Performance Management: Lead the end-to-end performance management cycle for CIMB Singapore, including objective setting, mid-year and year-end reviews, performance calibration, governance, communications and completion tracking.
  • Act as the local subject matter expert and custodian for performance management policies, frameworks, standards and procedures, ensuring alignment with Group direction and Singapore business requirements.
  • Provide guidance to HODs, people managers, HR Business Partners and employees on performance expectations, rating differentiation, calibration, performance conversations and process requirements.
  • Analyse performance outcomes, trends and exceptions; prepare dashboards and management insights to support talent, reward and workforce decisions.
  • Partner relevant HR teams to ensure appropriate linkage between performance outcomes, talent review, 360 leadership feedback, succession planning, development, recognition and reward processes.
  • Liaise closely with the rewards team and Head of HR Services for the annual review compensation cycle

HRIS 2.0 Rollout: 

  • Lead and coordinate the CIMB Singapore workstream for HRIS 2.0, working with Group HR, Technology, vendors and local stakeholders to deliver agreed milestones.
  • Coordinate requirements gathering, process review, data validation, user acceptance testing, issue resolution, readiness assessment, communications, training, cutover and post-go-live stabilisation.
  • Ensure local regulatory, policy, operational and user requirements are appropriately considered in system design and implementation decisions.
  • Prepare regular status update reports on HRIS roll-out regionally 

HR Project Management: 

  • Lead or coordinate key HR projects assigned by the Head of HR Services, including the development of project plans, milestones, governance, risk and issue logs, stakeholder updates and implementation tracking.
  • Identify opportunities for process simplification, automation, stronger controls and improved employee experience across HR Services.
  • Governance and Compliance: Ensure responsibilities are discharged in accordance with applicable laws, regulatory expectations, Bank policies, Group standards and internal control requirements.
  • Undertake other duties and HR projects that are consistent with the role and may be assigned from time to time

Requirements

  • Bachelor of Human Resource Management, Business Administration, Law, Psychology or a related discipline.
  • At least 10 – 12 years of relevant HR experience, with strong practical exposure to performance management and HR systems. Experience in financial services, HR technology implementation and Project Management / Change Management cross-functional project delivery would be advantageous.

Technical/Functional Skills

  • Strong knowledge of performance management frameworks, calibration and governance.
  • Sound knowledge of Singapore employment practices and disciplinary case management principles.
  • Strong investigation, case analysis, documentation and report-writing capabilities.
  • Proven project management, change management, process improvement and HRIS implementation skills.
  • Strong analytical skills with the ability to translate workforce data into clear management insights.

Personal Skills (Core/Leadership)

  • High integrity, discretion, objectivity and sound judgement in handling sensitive matters.
    • Strong stakeholder management, influencing, facilitation and conflict-resolution skills.
    • Clear written and verbal communication, with confidence engaging senior management and employees.

Travel Requirement: Regional travel as and when required.

Skills Required

  • Bachelor’s degree in Human Resource Management, Business Administration, Law, Psychology, or a related discipline
  • 10–12 years of relevant HR experience
  • Practical experience with performance management
  • Practical experience with HR systems or HRIS implementation
  • Knowledge of performance management frameworks, calibration, and governance
  • Knowledge of Singapore employment practices and disciplinary case management
